                                     AN ACT

     1  Amending the act of July 15, 1976 (P.L.1036, No.208), entitled,
     2     as amended, "An act authorizing the indebtedness, with the
     3     approval of the electors, of fifty million dollars for loans
     4     to volunteer fire companies, volunteer ambulance services and
     5     volunteer rescue squads for the purpose of establishing or
     6     modernizing facilities to house fire fighting apparatus
     7     equipment, ambulances, and rescue vehicles, and for
     8     purchasing new fire fighting apparatus equipment, ambulances,
     9     and rescue vehicles, protective and communications equipment,
    10     and any other accessory equipment necessary for the proper
    11     performance of such organizations' duties," further providing
    12     for the use of the Volunteer Companies Loan Fund.

    13     The General Assembly of the Commonwealth of Pennsylvania
    14  hereby enacts as follows:
    15     Section 1.  Section 5 of the act of July 15, 1976 (P.L.1036,
    16  No.208), known as the Volunteer Fire Company, Ambulance Service
    17  and Rescue Squad Assistance Act, is amended to read:
    18     Section 5.  Volunteer Companies Loan Fund.--(a)  There is
    19  hereby created a special fund in the Treasury Department to be


     1  known as the "Volunteer Companies Loan Fund" to which shall be
     2  credited all appropriations made by the General Assembly [other
     3  than appropriations for expenses of administering this act] or
     4  grants from other sources to the department as well as repayment
     5  of principal and interest on loans made pursuant to this act.
     6     (b)  Upon approval of the loan, the department shall
     7  routinely requisition from the Volunteer Companies Loan Fund
     8  such amounts as shall be allocated by the department for loans
     9  to volunteer companies. When and as the amounts so allocated by
    10  the department as loans to volunteer companies are repaid to the
    11  department pursuant to the terms of the agreements made and
    12  entered into with the department, the department shall pay such
    13  amounts into the Volunteer Companies Loan Fund, it being the
    14  intent of this act that the Volunteer Companies Loan Fund shall
    15  operate as a revolving fund whereby all appropriations and
    16  payments made thereto may be applied and reapplied to the
    17  purposes of this act.
    18     (c)  (1)  The Volunteer Companies Loan Fund may also be used
    19  to augment the State Fire Commissioner's annual State
    20  appropriation to pay the cost of salaries and benefits for
    21  employees whose primary duties involve administering the
    22  Pennsylvania Volunteer Loan Assistance Program not to exceed
    23  $300,000 the first year and increased no more than 3% each year
    24  thereafter. The cost of salaries and benefits shall be paid out
    25  of interest earned on existing loans and not from the proceeds
    26  of bond sales.
    27     (2)  This subsection shall expire three years from the
    28  effective date of this subsection, unless extended by the
    29  General Assembly.
    30     Section 2.  This act shall take effect immediately.
