AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, further providing for tire equipment, for bumpers 3 and for promulgation of vehicle equipment standards. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Sections 4103 and 4525 of Title 75 of the 7 Pennsylvania Consolidated Statutes are amended by adding 8 subsections to read: 9 § 4103. Promulgation of vehicle equipment standards. 10 * * * 11 (f) Standards for modified vehicles.--The department shall 12 promulgate regulations establishing standards for the operation 13 of motor vehicles with a modified chassis. The regulations shall 14 include, but not be limited to, vehicle height and weight, 15 suspension systems, bumpers, headlights and other lighting 16 equipment, brakes and brake lines, fuel tanks and any other 17 areas the department deems appropriate for the safe operation of 18 motor vehicles with a modified chassis.

Tire equipment and traction surfaces. 2 * * * 3 (d.1) Tire width.-- 4 (1) It is unlawful for any person to operate or move or 5 cause or permit to be moved any vehicle with tires that 6 extend beyond the body line of the vehicle. The installation 7 of add-on fender flares in order to extend the body line is 8 permitted in accordance with department regulations. 9 (2) This subsection does not apply to any vehicle which 10 is operated under a permit issued in accordance with section 11 4969 (relating to permit for movement of vehicles with 12 oversize wheels and tires) or to vehicles registered as 13 street rods. 14 * * * 15 Section 2. Section 4536 of Title 75, amended December 18, 16 1992 (P.L. , No.174), is amended to read: 17 § 4536. Bumpers. 18 (a) General rule.--No person shall operate any vehicle upon 19 a highway without bumpers of a type specified by regulations of 20 the department in both the front and rear unless the vehicle was 21 originally designed and manufactured to be used without bumpers. 22 (b) Height restriction.--No person shall operate upon a 23 highway a vehicle which has been modified with respect to its 24 height from the ground unless the vehicle conforms to department 25 standards. 26 (c) Exception.--This section shall not apply to [any] 27 special mobile equipment, commercial [implement of husbandry or 28 implement of husbandry that is not so equipped by the original 29 manufacturer.] or any other implements of husbandry or farm 30 trucks as they were originally manufactured. 19930H0236B0263 - 2 -
