SENATE RESOLUTION

        INTRODUCED BY BELL, SHUMAKER, PUNT, SCANLON, HOLL, SALVATORE,
           BELAN, HELFRICK, MUSTO, MADIGAN, ANDREZESKI, SHAFFER,
           LAVALLE, ROBBINS, O'PAKE, GREENWOOD, LYNCH, PECORA, JONES,
           RHOADES, STOUT, JUBELIRER, STAPLETON, WENGER, STEWART,
           LEMMOND, FUMO, FISHER, CORMAN, LOEPER, PETERSON AND HOPPER,
           FEBRUARY 11, 1991

        REFERRED TO MILITARY AND VETERANS AFFAIRS, FEBRUARY 11, 1991

                                  A RESOLUTION

     1  Directing the Joint State Government Commission to conduct a
     2     study in relation to the Persian Gulf War.

     3     WHEREAS, The war in the Persian Gulf area has involved
     4  sending our finest young men and women thousands of miles away
     5  from our shorelines to insure that the mandates of the United
     6  Nations are successfully accomplished; and
     7     WHEREAS, Many Pennsylvanians are included in the armed forces
     8  in the Persian Gulf serving in the best tradition of our concept
     9  of citizen-soldier. Some have already made the supreme
    10  sacrifice, including several Pennsylvanians; and
    11     WHEREAS, The Commonwealth of Pennsylvania has compensated the
    12  veterans of World War I, World War II, the Korean Conflict and
    13  the Vietnam War. It is only proper that Pennsylvanians who are
    14  serving and will continue to serve in the Persian Gulf War be
    15  compensated in a similar manner by the Commonwealth; therefore
    16  be it

     1     RESOLVED, That the Senate direct the Joint State Government
     2  Commission to conduct a study to do the following:
     3         (1)  Determine the number of Pennsylvanians who are
     4     serving in the Persian Gulf.
     5         (2)  Determine the amount of money which will be needed
     6     to compensate Pennsylvania veterans for service in the
     7     Persian Gulf.
     8         (3)  Determine the exact dates of service in the Persian
     9     Gulf which will qualify a veteran for compensation.
    10         (4)  Examine existing laws of the Commonwealth relating
    11     to veterans and recommend any changes necessary to compensate
    12     Pennsylvania veterans of the Persian Gulf War;
    13  and be it further
    14     RESOLVED, That the Joint State Government Commission make a
    15  report of its findings and recommendations as soon as possible.
