                                  A RESOLUTION

     1  Calling upon the Pennsylvania Public Utility Commission to
     2     withdraw its decision that the proposed sale of electricity
     3     by Duquesne Light Company to Metropolitan Edison Company and
     4     Jersey Central Power and Light Company is in the public
     5     interest and to order new hearings on the proposed sale.

     6     WHEREAS, An application has been filed with the Pennsylvania
     7  Public Utility Commission by Metropolitan Edison Company,
     8  Pennsylvania Electric Company, Jersey Central Power and Light
     9  Company and Duquesne Light Company for authorization and
    10  certification to locate, construct, operate and maintain a 268-
    11  mile 500-kilovolt transmission line originating in the vicinity
    12  of the Borough of Industry, Beaver County and terminating near
    13  the Three Mile Island Power Station in Dauphin County, and to
    14  construct associated facilities; and
    15     WHEREAS, The transmission line would serve as a conduit for
    16  the proposed sale of power by Duquesne Light Company to
    17  Metropolitan Edison Company and Jersey Central Power and Light
    18  Company; and
    19     WHEREAS, On April 2, 1992, the Pennsylvania Public Utility

     1  Commission approved an order finding that the proposed sale of
     2  power by Duquesne Light Company was in the public interest; and
     3     WHEREAS, On November 9, 1992, General Public Utilities,
     4  parent company of Metropolitan Edison Company and Jersey Central
     5  Power and Light Company, and Duquesne Light Company announced
     6  that the contract that was considered by the Pennsylvania Public
     7  Utility Commission in its April 2, 1992, order had been
     8  substantially modified; and
     9     WHEREAS, The modification will result in Duquesne Light
    10  Company receiving 25% less for electricity sold to Metropolitan
    11  Edison Company and Jersey Central Power and Light Company than
    12  was provided for in the original contract, and the scheduled
    13  date for the commencement of the sale of electricity by Duquesne
    14  Light Company has been postponed three years to 1997; and
    15     WHEREAS, The substantial modifications to the General Public
    16  Utilities--Duquesne Light Company contract warrant a
    17  reexamination of the application to determine whether the
    18  proposed sale of power remains in the public interest in light
    19  of the contract revisions; therefore be it
    20     RESOLVED, That the House of Representatives call upon the
    21  Pennsylvania Public Utility Commission to withdraw its decision
    22  that the proposed sale of electricity by Duquesne Light Company
    23  to Metropolitan Edison Company and Jersey Central Power and
    24  Light Company is in the public interest, and to order new
    25  hearings to determine whether the proposed sale of electricity
    26  under the terms of the revised contract is in the public
    27  interest.
