A RESOLUTION
1 Memorializing the Congress of the United States to enact
2 legislation to reregulate the cable television industry.
3 WHEREAS, The 1984 Cable Communication Policy Act (Public Law
4 98-549, 98 Stat. 2779) provided that rates for basic cable
5 service, which is the tier of service that includes
6 retransmitted local broadcast television signals, would be
7 deregulated where there was effective competition to the cable
8 system; and
9 WHEREAS, The Federal Communications Commission determined
10 that a cable system is subject to effective competition if its
11 subscribers can receive three over-the-air SIX UNDUPLICATED <--
12 broadcast signals; and
13 WHEREAS, This standard served to deregulate cable rates for
14 approximately 97% of all cable systems; and
15 WHEREAS, It has been argued that the cable television
16 industry enjoys undue market power, which it has used to the
1 detriment of consumers, programmers and competing video 2 distributors; therefore be it 3 RESOLVED, That the House of Representatives of the 4 Commonwealth of Pennsylvania memorialize the Congress of the 5 United States to enact legislation to reregulate the cable 6 television industry; and be it further 7 RESOLVED, That copies of this resolution be transmitted to 8 the presiding officers of each house of Congress and to each 9 member of Congress from Pennsylvania.
