                                  A RESOLUTION

     1  Amending House Resolution No. 27, adopted March 19, 1991,
     2     entitled "A resolution providing for the appointment of a
     3     select committee to investigate nonprofit industrial
     4     development corporations and to make recommendations for
     5     legislation," further providing for report of committee.

     6     RESOLVED, That House Resolution No. 27, adopted March 19,
     7  1991, be amended to read:
     8                            A RESOLUTION
     9  Providing for the appointment of a select committee to
    10     investigate nonprofit industrial development corporations and
    11     to make recommendations for legislation.
    12     WHEREAS, The Pennsylvania Industrial Development Authority
    13  Act of 1956 was passed to alleviate areas of critical
    14  unemployment in this Commonwealth by promoting the development
    15  of industrial enterprises by the expenditure of public money;
    16  and
    17     WHEREAS, The Redevelopment Area Economic Cooperation and
    18  Implementation Act of 1961 was passed to implement the Federal
    19  Economic Assistance Program and the expenditure of Federal


     1  moneys in the same manner; and
     2     WHEREAS, Actions by nonprofit corporations formed as
     3  industrial development agencies under the authority of the
     4  Industrial Development Authority Act fail to coordinate or take
     5  into account regional economic planning goals; and
     6     WHEREAS, Actions by nonprofit industrial development agency
     7  corporations often result in drawing economic initiative away
     8  from urban and disadvantaged areas; and
     9     WHEREAS, Actions by nonprofit industrial development agency
    10  corporations may fulfill their mission by drawing industry to
    11  critical economic areas at the expense of other critical
    12  economic areas; therefore be it
    13     RESOLVED, That the Speaker of the House of Representatives
    14  appoint a select committee of seven House members, four from the
    15  majority party and three from the minority party, to investigate
    16  regional decisions by nonprofit industrial development
    17  corporations. The select committee shall study the problem and
    18  make a determination as to what legislation, if any, would be
    19  appropriate to curtail these actions; and be it further
    20     RESOLVED, That the committee may hold hearings, take
    21  testimony and make its investigations at such places as it deems
    22  necessary in this Commonwealth. Each member of the committee
    23  shall have power to administer oaths and affirmations to
    24  witnesses appearing before the committee; and be it further
    25     RESOLVED, That the expenses incurred by the committee in
    26  carrying out its responsibilities, including, but not limited
    27  to, per diem and travel expenses incurred by members and regular
    28  staff, stenographic charges and other incidental expenses, shall
    29  be paid from appropriate accounts under the control of the Chief
    30  Clerk; and be it further

     1     RESOLVED, That the committee shall report to the House of
     2  Representatives on its activities, findings and recommendations
     3  by [October 7, 1991] January 1, 1992, and shall issue interim
     4  reports to the House of Representatives as the committee deems
     5  necessary.
