                                  A RESOLUTION

     1  Relating to mental illness.

     2     WHEREAS, The Commonwealth of Pennsylvania continues to
     3  develop a system of services which is responsive to the needs of
     4  persons with mental illnesses, their families, and the State and
     5  county agencies which ensure delivery of needed services;
     6  therefore be it
     7     RESOLVED, That in order to maintain and enhance the quality
     8  and availability of services for Pennsylvania's citizens with
     9  mental illnesses, the House of Representatives promise as
    10  follows:
    11         (1)  To provide appropriate allocation of moneys with
    12     sufficient flexibility to ensure accountability for use of
    13     such funds while optimizing the delivery of services to
    14     persons with mental illnesses.
    15         (2)  To maintain current levels of State appropriations
    16     in all categories of services for persons with mental
    17     illnesses.

     1         (3)  To promote a unified system for the delivery of
     2     services to persons with mental illnesses in order to ensure
     3     that resource allocation is commensurate with the
     4     individualized needs of the persons who receive State-based
     5     and county-based services.
     6         (4)  To promote a managed system of care in order to
     7     ensure maximum utilization of available resources where and
     8     as needed by persons with mental illnesses.
