A RESOLUTION 1 Providing for the adoption of permanent rules of the House of 2 Representatives with amendments for the disposition of bills 3 amended by the Senate and the names of certain standing 4 committees. 5 RESOLVED, That the existing rules of the 1989-1990 session be 6 and are hereby adopted as the permanent rules for the 1991-1992 7 session of the House of Representatives with the exceptions of 8 Rules 30 and 43 which shall be amended to read: 9 RULE 30 10 [House] Bills Amended by the Senate 11 When a [House] bill or joint resolution has been amended by 12 the Senate and returned to the House for concurrence, it shall 13 be referred automatically to the Committee on Rules immediately 14 upon the reading of the message from the Senate by the Clerk. 15 The Committee on Rules may amend any bill or resolution 16 containing Senate amendments. 17 When said bill or resolution has been favorably reported by 18 the Committee on Rules, either as committed or as amended, said
1 bill or resolution shall be placed on the calendar and copies 2 thereof shall be placed on the desks of the members. When acting 3 on bills or joint resolutions amended by the Senate, the 4 amendments shall be read and the question put on the concurrence 5 in the amendments. 6 The House shall not consider any proposed amendment to any 7 amendment made by the Senate to a [House] bill or joint 8 resolution, nor consider any amendment to any amendment made by 9 the Committee on Rules. 10 A majority vote of the members elected to the House taken by 11 yeas and nays shall be required to concur in amendments made by 12 the Senate, except for appropriations to charitable and 13 educational institutions not under the absolute control of the 14 Commonwealth, where a vote of two-thirds of all the members 15 elected to the House shall be required to concur. (Constitution, 16 Article III, Sections 5 and 30). 17 RULE 43 18 Standing Committees and Subcommittees 19 The Committee on Committees shall consist of the Speaker and 20 15 members of the House, ten of whom shall be members of the 21 majority party and five of whom shall be members of the minority 22 party, whose duty shall be to recommend to the House the names 23 of members who are to serve on the standing committees of the 24 House. 25 The Speaker shall appoint the chairman and vice-chairman of 26 each standing committee when such standing committee has no 27 standing subcommittees as prescribed herein, except the 28 Committee on Appropriations which shall also have a vice- 29 chairman appointed by the Speaker; when the standing committee 30 has standing subcommittees, the Speaker shall appoint a 19910H0001R0069 - 2 -
1 subcommittee chairman for each standing subcommittee. The 2 Speaker shall appoint a secretary for each standing committee. 3 The Minority Leader shall appoint the minority chairman and 4 minority vice-chairman of each standing committee and the 5 minority subcommittee chairman for each standing subcommittee. 6 The Speaker of the House, Floor Leader of the majority party 7 and the Floor Leader of the minority party shall be ex-officio 8 members of all standing committees, without the right to vote 9 and they shall be excluded from any limitation as to the number 10 of members on the committees or in counting a quorum. 11 Twenty-one standing committees of the House, each to consist 12 of 24 members except the Committee on Appropriations, which 13 shall consist of 32 members, are hereby created. In addition, 14 there is hereby created 27 standing subcommittees. 15 All standing committees shall consist of 14 members of the 16 majority party and ten members of the minority party, except the 17 Committee on Appropriations which shall consist of 20 members of 18 the majority party and 12 members of the minority party. The 19 quorum for each of the standing committees and subcommittees 20 shall be no less than the majority of said committees.
