                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, providing for declaration of individual
     3     responsibility.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby resolves as follows:
     6     Section 1.  The following amendment to the Constitution of
     7  Pennsylvania is proposed in accordance with Article XI:
     8     That the heading of Article I be amended and the Article be
     9  amended by adding a section to read:
    10                             ARTICLE I
    11              DECLARATION OF RIGHTS AND RESPONSIBILITY
    12  § 29.  Declaration of individual responsibility.
    13     Recognizing that freedom without responsibility is anarchy,
    14  we declare that:
    15     1.  All people of the Commonwealth of Pennsylvania, in order
    16  to enjoy their inherent rights, must exercise individual
    17  responsibility in their actions to include respect for the


     1  rights, property and the pursuit of happiness of others;
     2     2.  All people of the Commonwealth of Pennsylvania, while
     3  exercising their inherent rights, must preserve and protect the
     4  safety and well-being of others from any consequences arising
     5  from such actions;
     6     3.  All people of the Commonwealth of Pennsylvania, while
     7  exercising their individual freedoms, must take full
     8  responsibility for any consequences of their actions upon their
     9  own safety and well-being; and
    10     4.  All people of the Commonwealth of Pennsylvania, while
    11  exercising their individual freedoms, must respect the
    12  environment and the natural resources of this Commonwealth.
