AN ACT
1 Amending the act of November 17, 1982 (P.L.676, No.192),
2 entitled "An act establishing standards for the body and
3 frame design and construction and the installation of
4 plumbing, heating and electrical systems for manufactured
5 homes; defining terms; requiring manufactured homes to bear a
6 label issued by the United States Department of Housing and
7 Urban Development; providing for the administration of the
8 act; providing for enforcement and penalties; and making a
9 repeal," further providing for establishment of manufactured
10 home standards.
11 The General Assembly of the Commonwealth of Pennsylvania
12 hereby enacts as follows:
13 Section 1. Section 3 of the act of November 17, 1982
14 (P.L.676, No.192), known as the Manufactured Housing
15 Construction and Safety Standards Authorization Act, is amended
16 by adding a subsection to read:
17 Section 3. Establishment of manufactured home standards.

19 (a.1) Anyone installing and setting up a manufactured home
20 in this Commonwealth shall be required to set up and install the
21 home on a homesite according to the manufacturer's setup
1 specifications for that type of home, model and location. The
2 installer or, in the case of a new home, the manufactured
3 housing dealer shall provide the manufactured home owner with a
4 notarized certificate of installation prior to occupancy, which
5 shall state that the home was set up by the installer according
6 to the manufacturer's specifications for that home and that,
7 should any damage occur to the home in the future as a result of
8 improper installation and setup, the installer or, in the case
9 of a new home, the manufactured housing dealer shall be
10 financially liable and responsible for all repairs and/or
11 replacement costs resulting from the damage. The department
12 shall prepare a certificate of installation to be used by
13 installers and manufactured housing dealers.
