AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, providing for requirements for certificate of junk;
3 and providing for securing load of junked vehicles.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Sections 1117 and 4903 of Title 75 of the
7 Pennsylvania Consolidated Statutes are amended by adding
8 subsections to read:
9 § 1117. Vehicle destroyed or junked.

11 (a.1) Requirements for certificate of junk.--The department
12 shall not issue a certificate of junk to a person until all
13 fluids have been drained from the vehicle and any interiors
14 containing polychlorinated biphenyls have been removed and
15 disposed of in a safe manner.

17 § 4903. Securing loads in vehicles.

1 (d.1) Load of junked vehicles.--Every vehicle transporting a
2 load of junked vehicles shall be enclosed on each side of the
3 vehicle, trailer or semitrailer at least as high as the top of
4 the load.

6 Section 2. This act shall take effect in 60 days.
