                                     AN ACT

     1  Amending the act of June 3, 1937 (P.L.1333, No.320), entitled
     2     "An act concerning elections, including general, municipal,
     3     special and primary elections, the nomination of candidates,
     4     primary and election expenses and election contests; creating
     5     and defining membership of county boards of elections;
     6     imposing duties upon the Secretary of the Commonwealth,
     7     courts, county boards of elections, county commissioners;
     8     imposing penalties for violation of the act, and codifying,
     9     revising and consolidating the laws relating thereto; and
    10     repealing certain acts and parts of acts relating to
    11     elections," further regulating voting machine equipment.

    12     The General Assembly of the Commonwealth of Pennsylvania
    13  hereby enacts as follows:
    14     Section 1.  Section 1202 of the act of June 3, 1937
    15  (P.L.1333, No.320), known as the Pennsylvania Election Code, is
    16  amended to read:
    17     Section 1202.  Cards of Instructions and Supplies.--(a)
    18  Prior to each primary and election each county board of election
    19  shall prepare full instructions for the guidance of electors in
    20  districts in which ballots are used, and also similar
    21  instructions for the guidance of electors in districts in which
    22  voting machines are used, and they shall cause the same,

     1  together with such portions of this act as deemed advisable, to
     2  be printed in large clear type on separate cards to be called
     3  cards of instruction. They shall also prepare blank forms of
     4  oaths of election officers, records of assisted voters,
     5  affidavits of challenged electors and others, general and
     6  duplicate return sheets, tally papers, statements, blank forms
     7  for numbered lists of voters, with sufficient space for noting
     8  their party enrollment at primaries, notice of penalties for the
     9  information of electors and election officers, and other forms
    10  and supplies required by this act for use in each election
    11  district of the county. Said forms, blank books, and other
    12  supplies shall have printed thereon appropriate instructions. In
    13  districts in which voting machines are used the general and
    14  duplicate return sheets and statement shall be printed to
    15  conform to the type of voting machine used in such districts and
    16  the designating number and letter, if any, on the counter for
    17  each candidate shall be printed thereon opposite the candidate's
    18  name.
    19     (b)  In districts in which voting machines are used, all new
    20  machines purchased must be equipped with fold down steps and
    21  fold down magnifiers in order to assist electors with the voting
    22  process.
    23     Section 2.  This act shall take effect in 60 days.
