AN ACT
1 Amending the act of July 28, 1953 (P.L.723, No.230), entitled,
2 as amended, "An act relating to counties of the second class
3 and second class A; amending, revising, consolidating and
4 changing the laws relating thereto," providing for health
5 insurance premium assistance for retired employees in
6 counties of the second class A.
7 The General Assembly of the Commonwealth of Pennsylvania
8 hereby enacts as follows:
9 Section 1. The act of July 28, 1953 (P.L.723, No.230), known
10 as the Second Class County Code, is amended by adding a section
11 to read:
12 Section 1712.1. Health Care Insurance Premium Assistance.--
13 (a) In counties of the second class A, any person receiving a
14 retirement allowance shall be eligible for health care insurance
15 premium assistance determined in accordance with the provisions
16 of this section.
17 (b) The board, in counties of the second class A, shall
18 establish a Health Insurance Account to provide assistance in
19 paying the health care insurance premiums of retired employes.
1 (c) The amount of premium assistance available to retired
2 employes shall be determined annually by the board based on an
3 actuarial study of the retirement system.
4 (d) The Health Insurance Account shall be funded by excess
5 investment earnings of the retirement fund, which for purposes
6 of this section shall be those earnings in excess of five and
7 one-half per centum of annual investment earnings, if any, or by
8 appropriations made under the provisions of section 1709.
9 Section 2. This act shall take effect in 60 days.
