HOUSE RESOLUTION

        REFERRED TO COMMITTEE ON RULES, APRIL 23, 1990

                                  A RESOLUTION

     1  Directing the Education Committee to review the extent of the
     2     deferred maintenance, capital renovation and construction
     3     needs of the State-related universities in the State System
     4     of Higher Education.

     5     WHEREAS, The University of Pittsburgh, The Pennsylvania State
     6  University, Temple University and Lincoln University are members
     7  of the State System of Higher Education; and
     8     WHEREAS, The enormous cost of maintaining and renovating the
     9  existing physical plants of these universities, combined with
    10  the potential expense for new educational facilities necessary
    11  to accommodate advancing technologies and growing numbers of
    12  students, places a great strain on university budgets; and
    13     WHEREAS, There exists, primarily for financial reasons, a
    14  significant backlog of maintenance projects which have been
    15  deferred by these universities over the years, thereby further
    16  contributing to the long-term costs associated with renovating
    17  facilities; and
    18     WHEREAS, The Commonwealth budget projections for capital


     1  requirements for all of the Department of Education's higher
     2  education capital budget needs average $51,000,000 for each of
     3  the next five years, while recent reports indicate a much
     4  greater magnitude of need; therefore be it
     5     RESOLVED, That the House of Representatives direct the
     6  Education Committee to investigate the factors contributing to
     7  the current situation and to determine appropriate actions for
     8  the commonwealth to take to help alleviate or stabilize the
     9  problem; and be it further
    10     RESOLVED, That the committee may hold hearings, take
    11  testimony and make its investigations at such places as it deems
    12  necessary in this Commonwealth. Each member of the committee
    13  shall have power to administer oaths and affirmations to
    14  witnesses appearing before the committee; and be it further
    15     RESOLVED, That the committee make a report of its findings
    16  and recommendations to the House of Representatives as soon as
    17  possible.
