A RESOLUTION 1 Memorializing the Secretary of Commerce to direct the Bureau of 2 the Census to include all active military personnel in the 3 census count by municipality, county and State. 4 WHEREAS, The official decennial census in mandated by article 5 I, section 2, clause 3 of the Constitution of the United States; 6 and 7 WHEREAS, The members of the armed forces are numerically 8 important to a full and accurate census count of the Nation and 9 its constituent states; and 10 WHEREAS, This Commonwealth has historically provided a 11 significant number of men and women to serve in the armed forces 12 of the United States; and 13 WHEREAS, These service men and women are full citizens of 14 this Commonwealth and are entitled to vote for the candidates of 15 their choice at the local, State and national level; and 16 WHEREAS, A full and accurate census count will afford this 17 Commonwealth its fair apportionment of seats in the House of 18 Representatives in the Congress of the United States; and
1 WHEREAS, The incorporated cities, boroughs, townships and 2 towns of this Commonwealth have given many of their sons and 3 daughters to serve the Nation and its armed forces; and 4 WHEREAS, A full and accurate census count will help provide 5 the municipalities and counties of this Commonwealth with their 6 fair share of Federal and State funds returning as grant-in-aid 7 programs; therefore be it 8 RESOLVED, That the House of Representatives memorialize the 9 United States Secretary of Commerce to direct the Census Bureau 10 of the Federal Department of Commerce to include all active 11 military personnel in the 1990 census count by municipality, 12 county and state.
