        REFERRED TO COMMITTEE ON RULES, SEPTEMBER 27, 1989

                                  A RESOLUTION

     1  Praising Marine Lieutenant Colonel William R. Higgins for his
     2     courage and sacrifice for his country; and condemning the
     3     terrorists who brutally took his life.

     4     WHEREAS, On February 17, 1988, Marine Lieutenant Colonel
     5  William R. Higgins, head of an observer team attached to the
     6  United Nations peacekeeping force in South Lebanon, was
     7  kidnapped by terrorists; and
     8     WHEREAS, On July 31, 1989, the captors of Lieutenant Colonel
     9  Higgins announced that he had been hanged and released a macabre
    10  display of pictures showing that he had, indeed, been killed;
    11  and
    12     WHEREAS, Lieutenant Colonel Higgins was a man of outstanding
    13  courage and character with a distinguished background in the
    14  Marine Corps and well worthy of our admiration and respect; and


     1     WHEREAS, The barbaric actions of these terrorists are
     2  repulsive to all of us; therefore be it
     3     RESOLVED, That the House of Representatives of the
     4  Commonwealth of Pennsylvania pause in its deliberations to
     5  salute Marine Lieutenant Colonel William R. Higgins, recognizing
     6  his supreme sacrifice for our country, and express its feeling
     7  of repulsion for the terrorists who so atrociously took his
     8  life; and be it further
     9     RESOLVED, That the House of Representatives express its
    10  condolences to Lieutenant Colonel Higgins' widow, Major Robin
    11  Higgins.
