        INTRODUCED BY RICHARDSON, DORR, SAURMAN, THOMAS, PISTELLA,
           CLYMER, CAWLEY, WILSON, KASUNIC, FLEAGLE, LINTON, TIGUE,
           D. W. SNYDER, ACOSTA, WESTON, TANGRETTI, HUGHES, ROBBINS,
           STRITTMATTER, PETRARCA, MAINE, PRESSMANN, RITTER, PESCI,
           FREEMAN, VAN HORNE, HOWLETT, JOSEPHS AND RAYMOND,
           SEPTEMBER 18, 1989

        REFERRED TO COMMITTEE ON RULES, SEPTEMBER 18, 1989

                                  A RESOLUTION

     1  Memorializing Congress to postpone certain Federal requirements
     2     relating to long-term health care.

     3     WHEREAS, The nursing home reform provisions of the Omnibus
     4  Budget Reconciliation Act of 1987 contain numerous requirements
     5  that will have a significant impact on long-term care providers
     6  and home health agencies in this Commonwealth; and
     7     WHEREAS, The Federal Health Care Financing Administration has
     8  failed to promulgate final rules and regulations and
     9  interpretive guidelines to assist states and providers in
    10  implementing the requirements of Federal law; and
    11     WHEREAS, The Commonwealth of Pennsylvania is dedicated to the
    12  assurance of quality care in long-term care facilities and full
    13  compliance with the intent of the nursing home reform provisions
    14  of the Omnibus Budget Reconciliation Act of 1987; and
    15     WHEREAS, Failure to comply with the deadlines established by
    16  the Federal law could result in a substantial loss of Federal

     1  funding for long-term care services; therefore be it
     2     RESOLVED, That the House of Representatives memorialize
     3  Congress and the President of the United States to postpone full
     4  implementation of the January 1, 1990, deadline for testing and
     5  certification of nurse aides until a minimum of six months
     6  following adoption of Federal regulations and guidelines for
     7  certification of nurse aides; and be it further
     8     RESOLVED, That copies of this resolution be transmitted to
     9  the President of the United States, to the presiding officers of
    10  each house of Congress and to each member of Congress from
    11  Pennsylvania.
