                                  A RESOLUTION

     1  Memorializing Congress to enact the Act for Better Child Care
     2     Services of 1989.

     3     WHEREAS, The number of children living in homes where both
     4  parents work, or living in homes with a single parent who works,
     5  has increased dramatically over the last decade; and
     6     WHEREAS, The availability of quality child care is critical
     7  to the self-sufficiency and independence of millions of American
     8  families, including the growing number of mothers with young
     9  children who work out of economic necessity; and
    10     WHEREAS, High quality child care programs can strengthen our
    11  society by providing young children with the foundation on which
    12  to learn the basic skills necessary to be productive workers;
    13  and
    14     WHEREAS, The years from birth to age six are a critical
    15  period in the development of a young child; and


     1     WHEREAS, Making adequate child care services available for
     2  parents who are employed, seeking employment or seeking to
     3  develop employment skills promotes and strengthens the well-
     4  being of families and the national economy; and
     5     WHEREAS, Not only has child care become a necessity for many
     6  families, but demographic forces have made it critical for
     7  businesses to employ increasing numbers of women with children;
     8  and
     9     WHEREAS, A significant number of parents do not have a real
    10  choice as they seek adequate child care for their young children
    11  because of limited income or an inadequate supply of child care
    12  services in their communities; therefore be it
    13     RESOLVED, That the House of Representatives of the
    14  Commonwealth of Pennsylvania memorialize the Congress of the
    15  United States to support the passage of proposed legislation
    16  known as the Act for Better Child Care Services of 1989; and be
    17  it further
    18     RESOLVED, That copies of this resolution be transmitted to
    19  the presiding officers of each house of Congress, to each member
    20  of Congress from Pennsylvania, and to each member of the House
    21  Select Committee on Children, Youth, and Families and the Senate
    22  Committee on Labor and Human Resources.
