        REFERRED TO COMMITTEE ON RULES, FEBRUARY 8, 1989

                                  A RESOLUTION

     1  To create a commission of public and private cost-minded leaders
     2     of this Commonwealth to study the management of current
     3     government operations and make recommendations of cost-
     4     cutting measures.

     5     WHEREAS, The economic health of this Commonwealth is a top
     6  priority; and
     7     WHEREAS, The tax burden of this Commonwealth's citizens and
     8  businesses resulting from the cost of government operations and
     9  administration can have a significant impact on the economic
    10  health of this Commonwealth; and
    11     WHEREAS, State government has an obligation to fiscal
    12  responsibility and limiting the tax burden it imposes; and
    13     WHEREAS, Eleven cents of every public dollar spent is
    14  committed to general government operations; and
    15     WHEREAS, Further study is needed to find the optimal level of

     1  government operation at the least cost; therefore be it
     2     RESOLVED, That the Speaker of the House of Representatives
     3  appoint a government management and costs study commission of
     4  leaders from business, labor, universities and government to
     5  study the management of current government operations and make
     6  recommendations in areas where costs can be cut; and be it
     7  further
     8     RESOLVED, That operation of the commission be patterned after
     9  the commission known as the "Grace Commission," established by
    10  presidential executive order and; be it further
    11     RESOLVED, That the commission be comprised of 15 members as
    12  follows:
    13         (1)  five members shall be from the House of
    14     Representatives, three members from the majority party and
    15     two members from the minority party;
    16         (2)  one member shall be a recognized leader of labor;
    17         (3)  one member shall be a president of a university in
    18     this Commonwealth; and
    19         (4)  the remaining members shall be leaders from large
    20     and small business;
    21  and be it further
    22     RESOLVED, That the committee make a report of its findings
    23  and recommendations to the House of Representatives by April 15,
    24  1990; and be it further
    25     RESOLVED, That the necessary and reasonable costs and
    26  expenditures of the commission be paid by the Chief Clerk, upon
    27  an accounting properly made.
