                                  A RESOLUTION

     1  Providing for the adoption of temporary rules of the House of
     2     Representatives as permanent rules with changes in the
     3     subcommittees.

     4     RESOLVED, That the temporary rules for the 1989 and 1990
     5  session of the House of Representatives which were adopted
     6  January 3, 1989, be made permanent and amended as follows:
     7                              RULE 43
     8               Standing Committees and Subcommittees
     9     The Committee on Committees shall consist of the Speaker and
    10  15 members of the House, ten of whom shall be members of the
    11  majority party and five of whom shall be members of the minority
    12  party, whose duty shall be to recommend to the House the names
    13  of members who are to serve on the standing committees of the
    14  House.
    15     The Speaker shall appoint the chairman and vice-chairman of
    16  each standing committee when such standing committee has no
    17  standing subcommittees as prescribed herein, except the
    18  Committee on Appropriations which shall also have a vice-


     1  chairman appointed by the Speaker; when the standing committee
     2  has standing subcommittees, the Speaker shall appoint a
     3  subcommittee chairman for each standing subcommittee. The
     4  Speaker shall appoint a secretary for each standing committee.
     5  The Minority Leader shall appoint the minority chairman and
     6  minority vice-chairman of each standing committee and the
     7  minority subcommittee chairman for each standing subcommittee.
     8     The Speaker of the House, Floor Leader of the majority party
     9  and the Floor Leader of the minority party shall be ex-officio
    10  members of all standing committees, without the right to vote
    11  and they shall be excluded from any limitation as to the number
    12  of members on the committees or in counting a quorum.
    13     Twenty-one standing committees of the House, each to consist
    14  of 24 members except the Committee on Appropriations, which
    15  shall consist of 32 members, are hereby created. In addition,
    16  there is hereby created [26] 27 standing subcommittees.
    17     All standing committees shall consist of 14 members of the
    18  majority party and ten members of the minority party, except the
    19  Committee on Appropriations which shall consist of 20 members of
    20  the majority party and 12 members of the minority party. The
    21  quorum for each of the standing committees and subcommittees
    22  shall be no less than the majority of said committees. The
    23  following are the standing committees and subcommittees thereof:
    24     (1)  Agriculture and Rural Affairs
