                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for application for certificate
     3     of title by agent.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 1119(a) of Title 75 of the Pennsylvania
     7  Consolidated Statutes is amended to read:
     8  § 1119.  Application for certificate of title by agent.
     9     (a)  Authorization to make application.--[No]
    10         (1)  Except as provided in paragraph (2), no person shall
    11     make application for a certificate of title when acting for
    12     another person unless authorization to make the application
    13     is in effect and is verified by oath or affirmation of the
    14     other person, made[, excepting as between lessors and fleet
    15     owners as lessees,] not more than [15] 30 days before the


     1     application is received by the department. [Lessors may
     2     authorize fleet owners to make application for certificates
     3     of title for leased vehicles for periods of up to one year.]
     4         (2)  The 30-day provision contained in paragraph (1)
     5     shall not apply to:
     6             (i)  Fleet owners who are lessees of vehicles.
     7             (ii)  Blanket powers of attorney issued for general
     8         purposes not limited to the sale, purchase or transfer of
     9         vehicles.

    11     Section 2.  This act shall take effect in 60 days.
