AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, further providing for the issuance of and the fee
3 for an identification card.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Sections 1510(b) and 1951 of Title 75 of the
7 Pennsylvania Consolidated Statutes are amended to read:
8 § 1510. Issuance and content of driver's license.

10 (b) Identification card.--The department shall, upon payment
11 of the required fee, issue an identification card to any person
12 who has made application therefor in such manner as the
13 department shall prescribe or whose driver's license has been
14 surrendered to the department because of a suspension or
15 revocation of an operating privilege under this OR ANY OTHER <--
1 title for a period of at least 90 days. The identification card
2 shall have substantially the same content as a driver's license
3 but shall clearly indicate that it is not a driver's license.
4 Upon failure of any person to pass any examination required
5 under section 1514 (relating to expiration and renewal of
6 drivers' licenses), the department shall, where appropriate,
7 issue a complimentary identification card as an expression of
8 gratitude for years of safe driving. The card shall only be
9 issued upon receipt of the person's driver's license.

11 § 1951. Driver's license and learner's permit.
12 (a) Driver's license.--The annual fee for a driver's license
13 shall be $5 plus the cost of the photograph required in section
14 1510(a) (relating to issuance and content of driver's license).
15 (b) Learner's permit.--The fee for a learner's permit shall
16 be $5.
17 (c) Identification card.--The fee for an identification card
18 shall be $5 plus the cost of the photograph.
19 (d) Replacement license or card.--The fee for a replacement
20 driver's license or identification card shall be $5.
21 Section 2. This act shall take effect in 60 days.
