                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," further providing for temporary
     6     special aid to school districts due to real property
     7     reassessments.

     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10     Section 1.  Section 2502.10(a) and (b) of the act of March
    11  10, 1949 (P.L.30, No.14), known as the Public School Code of
    12  1949, added June 25, 1982 (P.L.643, No.182), are amended to
    13  read:
    14     Section 2502.10.  Temporary Special Aid to School Districts
    15  Due to Real Property Reassessments.--(a)  For the school year
    16  1978-1979 and each school year thereafter, a school district
    17  experiencing a [fifteen per centum (15%) loss in total local
    18  revenue] ten per centum (10%) loss in real estate taxes
    19  collected for the support of the public schools in any one (1)
    20  year due to the reassessment of one or more properties within

     1  the boundaries of the public school district shall qualify for
     2  special aid for a period of two (2) years on the condition that
     3  the school district tax rates which were in effect at the time
     4  of the reassessment are not reduced. Countywide reassessment
     5  shall not qualify a district for this special aid.
     6     (b)  During the first year of the reduction in [revenue]
     7  taxes collected caused by the reassessment, a school district
     8  shall qualify for and receive a special grant equal to fifty per
     9  centum (50%) of the reduction, and in the following school year
    10  the district shall qualify for and receive a special grant equal
    11  to twenty-five per centum (25%) of the reduction in revenue
    12  caused by the reassessment: Provided, however, That a school
    13  district that qualified for such payments prior to the date of
    14  this amendatory act shall receive its first payment in the year
    15  this amendatory act is enacted.
