                                     AN ACT

     1  Amending the act of April 9, 1929 (P.L.177, No.175), entitled     <--
     2     "An act providing for and reorganizing the conduct of the
     3     executive and administrative work of the Commonwealth by the
     4     Executive Department thereof and the administrative
     5     departments, boards, commissions, and officers thereof,
     6     including the boards of trustees of State Normal Schools, or
     7     Teachers Colleges; abolishing, creating, reorganizing or
     8     authorizing the reorganization of certain administrative
     9     departments, boards, and commissions; defining the powers and
    10     duties of the Governor and other executive and administrative
    11     officers, and of the several administrative departments,
    12     boards, commissions, and officers; fixing the salaries of the
    13     Governor, Lieutenant Governor, and certain other executive
    14     and administrative officers; providing for the appointment of
    15     certain administrative officers, and of all deputies and
    16     other assistants and employes in certain departments, boards,
    17     and commissions; and prescribing the manner in which the
    18     number and compensation of the deputies and all other
    19     assistants and employes of certain departments, boards and
    20     commissions shall be determined," further providing for
    21     special powers relating to State-owned vehicles.
    22  ENCOURAGING THE USE OF ALTERNATIVE MOTOR FUELS; PROVIDING FOR     <--
    23     ACQUISITION OF STATE-OWNED VEHICLES WHICH OPERATE ON
    24     ALTERNATIVE MOTOR FUELS; PROVIDING FOR POWERS AND DUTIES OF
    25     THE DEPARTMENT OF GENERAL SERVICES AND THE PENNSYLVANIA
    26     ENERGY OFFICE; AND ESTABLISHING A STATE GOVERNMENT TASK FORCE
    27     ON ALTERNATIVE MOTOR FUELS.

    28     The General Assembly of the Commonwealth of Pennsylvania

     1  hereby enacts as follows:
     2     Section 1.  Section 2407.1 of the act of April 9, 1929         <--
     3  (P.L.177, No.175), known as The Administrative Code of 1929,
     4  added December 14, 1982 (P.L.1213, No.280), is amended to read:
     5     Section 2407.1.  Special Power Relating to State Vehicles.--
     6  (a)  The Department of General Services, in cooperation with the
     7  Pennsylvania Energy Office, shall, on an ongoing basis, monitor
     8  the research and development efforts to produce synthetic motor
     9  vehicle fuel derived in whole or in part from coal and shall
    10  determine the feasibility of converting State-owned vehicles to
    11  operate on such synthetic fuel.
    12     (b)  In making [its] the determination of the feasibility of
    13  using a synthetic motor vehicle fuel derived in whole or in part
    14  from coal, the department [is] and the Pennsylvania Energy
    15  Office are authorized to utilize such synthetic fuel in a
    16  limited number of State-owned vehicles on an experimental basis
    17  and to make necessary mechanical changes in those vehicles to
    18  facilitate the experimentation.
    19     (c)  If, as a result of the monitoring and experimentation
    20  conducted in accordance with subsections (a) and (b), the
    21  department [determines] and the Pennsylvania Energy Office
    22  determine that there is a sufficient, assured supply of such
    23  synthetic fuel which can be used in one or more State-owned
    24  vehicles at a reasonable cost and without creating any
    25  significant threat to the environment, the department and the
    26  Pennsylvania Energy Office shall submit to the General Assembly
    27  a plan for such conversion. Such plan shall be accompanied by a
    28  summary report setting forth the basis for the [department's]
    29  determination that such conversion is feasible.
    30     Section 2.  This act shall take effect immediately.

     1  SECTION 1.  SHORT TITLE.                                          <--
     2     THIS ACT SHALL BE KNOWN AND MAY BE CITED AS THE ALTERNATIVE
     3  MOTOR FUELS ACT.
     4  SECTION 2.  LEGISLATIVE FINDINGS AND DECLARATION OF POLICY.
     5     THE GENERAL ASSEMBLY FINDS AND DECLARES AS FOLLOWS:
     6         (1)  THE ACHIEVEMENT OF LONG-TERM ENERGY SECURITY IS
     7     ESSENTIAL TO A STRONG ECONOMY AND THE WELL-BEING OF THE
     8     COMMONWEALTH'S CITIZENS.
     9         (2)  THE DISPLACEMENT OF ENERGY DERIVED FROM IMPORTED OIL
    10     WITH ALTERNATIVE FUELS WILL HELP ACHIEVE ENERGY SECURITY AND
    11     IMPROVE AIR QUALITY.
    12         (3)  METHANOL, ETHANOL AND NATURAL GAS ARE PROVEN
    13     TRANSPORTATION FUELS THAT CAN HAVE LOWER EMISSIONS OF
    14     UNDESIRABLE POLLUTANTS THAN GASOLINE AND DIESEL FUEL;
    15     HOWEVER, ADDITIONAL RESEARCH IS NEEDED TO IDENTIFY ACTIONS TO
    16     BE TAKEN TO FORESTALL EFFECTS OF ALL FUELS ON GLOBAL CLIMATE.
    17         (4)  BY ENACTING THE ACT OF DECEMBER 14, 1982 (P.L.1213,
    18     NO.280), ENTITLED "AN ACT AMENDING THE ACT OF APRIL 9, 1929
    19     (P.L.177, NO.175), ENTITLED 'AN ACT PROVIDING FOR AND
    20     REORGANIZING THE CONDUCT OF THE EXECUTIVE AND ADMINISTRATIVE
    21     WORK OF THE COMMONWEALTH BY THE EXECUTIVE DEPARTMENT THEREOF
    22     AND THE ADMINISTRATIVE DEPARTMENTS, BOARDS, COMMISSIONS, AND
    23     OFFICERS THEREOF, INCLUDING THE BOARDS OF TRUSTEES OF STATE
    24     NORMAL SCHOOLS, OR TEACHERS COLLEGES; ABOLISHING, CREATING,
    25     REORGANIZING OR AUTHORIZING THE REORGANIZATION OF CERTAIN

    29     DEPARTMENTS, BOARDS, COMMISSIONS, AND OFFICERS; FIXING THE
    30     SALARIES OF THE GOVERNOR, LIEUTENANT GOVERNOR, AND CERTAIN

     1     OTHER EXECUTIVE AND ADMINISTRATIVE OFFICERS; PROVIDING FOR
     2     THE APPOINTMENT OF CERTAIN ADMINISTRATIVE OFFICERS, AND OF
     3     ALL DEPUTIES AND OTHER ASSISTANTS AND EMPLOYES IN CERTAIN
     4     DEPARTMENTS, BOARDS, AND COMMISSIONS; AND PRESCRIBING THE
     5     MANNER IN WHICH THE NUMBER AND COMPENSATION OF THE DEPUTIES
     6     AND ALL OTHER ASSISTANTS AND EMPLOYES OF CERTAIN DEPARTMENTS,
     7     BOARDS AND COMMISSIONS SHALL BE DETERMINED,' REQUIRING MONEYS
     8     RECEIVED BY CRIMINALS AS A RESULT OF THE COMMISSION OF A
     9     CRIME TO BE PAID TO THE CRIME VICTIM'S COMPENSATION BOARD,
    10     PERMITTING CERTAIN RESEARCH ON STATE VEHICLES, AND RELATING
    11     TO EMERGENCY PETROLEUM PRODUCT SHORTAGES AND ENERGY
    12     DEVELOPMENT AND MAKING AN APPROPRIATION," AND THE ACT OF
    13     MARCH 29, 1984 (P.L.154, NO.29), ENTITLED "AN ACT PERMITTING
    14     ALL STATE-OWNED VEHICLES TO BE CONVERTED TO OPERATE ON
    15     NATURAL GAS; AND REQUIRING INDICATIONS OF DUAL SYSTEMS," THE
    16     GENERAL ASSEMBLY HAS RECOGNIZED THE DESIRABILITY OF USING
    17     ALTERNATIVE MOTOR FUELS. HOWEVER, THESE GOALS MUST BE
    18     MONITORED AND COORDINATED THROUGH AN ONGOING PROGRAM TO
    19     ENCOURAGE THE USE OF VARIOUS ALTERNATIVE FUELS IN GOVERNMENT,
    20     COMMERCIAL AND PRIVATE VEHICLES IN AN ENVIRONMENTALLY
    21     ACCEPTABLE MANNER.
    22         (5)  THROUGH ADOPTION OF THE ALTERNATIVE MOTOR FUELS ACT
    23     OF 1988, (PUBLIC LAW 100-494, 102 STAT. 2441), CONGRESS HAS
    24     INDICATED SUPPORT FOR THE DEVELOPMENT AND WIDESPREAD USE OF
    25     METHANOL, ETHANOL AND NATURAL GAS AS TRANSPORTATION FUELS AND
    26     FOR THE PRODUCTION OF METHANOL, ETHANOL AND NATURAL GAS
    27     POWERED MOTOR VEHICLES.
    28         (6)  TO FULFILL ITS OBLIGATION TO PROMOTE THE HEALTH,
    29     SAFETY AND WELFARE OF ITS CITIZENS AND TO PROTECT THE
    30     ENVIRONMENT, THE COMMONWEALTH WOULD ENCOURAGE THE USE OF

     1     ALTERNATIVE FUELS WHICH WILL REDUCE EMISSIONS AND DEPENDENCE
     2     ON ENERGY DERIVED FROM IMPORTED OIL.
     3  SECTION 3.  DEFINITIONS.
     4     THE FOLLOWING WORDS AND PHRASES WHEN USED IN THIS ACT SHALL
     5  HAVE THE MEANINGS GIVEN TO THEM IN THIS SECTION UNLESS THE
     6  CONTEXT CLEARLY INDICATES OTHERWISE:
     7     "ACQUIRE."  TO LEASE A VEHICLE FOR A PERIOD OF 60 CONTINUOUS
     8  DAYS OR LONGER OR TO PURCHASE A VEHICLE.
     9     "ALCOHOL."  A MIXTURE CONTAINING 85% OR MORE BY VOLUME
    10  METHANOL, ETHANOL OR OTHER ALCOHOLS IN ANY COMBINATION.
    11     "ALCOHOL POWERED VEHICLE."  A VEHICLE DESIGNED TO OPERATE
    12  EXCLUSIVELY ON ALCOHOL.
    13     "DEPARTMENT."  THE DEPARTMENT OF GENERAL SERVICES OF THE
    14  COMMONWEALTH.
    15     "DUAL FUEL VEHICLE."  A VEHICLE WHICH IS CAPABLE OF OPERATING
    16  ON ALCOHOL AND ON GASOLINE OR DIESEL FUEL.
    17     "NATURAL GAS DUAL FUEL VEHICLE."  A VEHICLE WHICH IS CAPABLE
    18  OF OPERATING ON NATURAL GAS AND ON GASOLINE OR DIESEL FUEL.
    19     "NATURAL GAS POWERED VEHICLE."  A VEHICLE DESIGNED TO OPERATE
    20  EXCLUSIVELY ON NATURAL GAS.
    21     "TASK FORCE."  THE STATE GOVERNMENT TASK FORCE ON ALTERNATIVE
    22  MOTOR FUELS.
    23  SECTION 4.  POWERS AND DUTIES OF THE DEPARTMENT OF GENERAL
    24                 SERVICES.
    25     (A)  COMMONWEALTH VEHICLES.--THE DEPARTMENT OF GENERAL
    26  SERVICE, IN COOPERATION WITH THE PENNSYLVANIA ENERGY OFFICE,
    27  SHALL ENSURE THAT THE MAXIMUM NUMBER PRACTICABLE OF PASSENGER
    28  AUTOMOBILES AND LIGHT DUTY TRUCKS ACQUIRED ANNUALLY FOR USE BY
    29  THE COMMONWEALTH ARE ALCOHOL POWERED VEHICLES, ALCOHOL DUAL FUEL
    30  VEHICLES, NATURAL GAS POWERED VEHICLES OR NATURAL GAS DUAL

     1  ENERGY VEHICLES.
     2     (B)  TYPES OF VEHICLES.--THE DEPARTMENT SHALL, TO THE EXTENT
     3  PRACTICABLE AND CONSISTENT WITH THIS SECTION, ENSURE THAT THE
     4  NUMBER OF ALCOHOL DUAL FUEL VEHICLES ACQUIRED UNDER THIS SECTION
     5  IS AT LEAST AS GREAT AS THE NUMBER OF ALCOHOL POWERED VEHICLES,
     6  AND THAT THE NUMBER OF NATURAL GAS DUAL FUEL VEHICLES ACQUIRED
     7  UNDER THIS SECTION IS AT LEAST AS GREAT AS THE NUMBER OF NATURAL
     8  GAS POWERED VEHICLES ACQUIRED UNDER THIS SECTION. WHEN ACQUIRING
     9  ALCOHOL POWERED VEHICLES AND ALCOHOL DUAL FUEL VEHICLES, THE
    10  DEPARTMENT SHALL ENSURE, TO THE MAXIMUM EXTENT PRACTICABLE, THAT
    11  THE NUMBER OF VEHICLES POWERED BY METHANOL DERIVED IN WHOLE OR
    12  IN PART FROM COAL IS AT LEAST AS GREAT AS THE NUMBER OF VEHICLES
    13  POWERED BY OTHER METHANOL PRODUCTS, ETHANOL OR OTHER ALCOHOLS.
    14  TO THE MAXIMUM EXTENT PRACTICABLE, BOTH VEHICLES CAPABLE OF
    15  OPERATING ON ALCOHOL AND VEHICLES CAPABLE OF OPERATING ON
    16  NATURAL GAS SHALL BE ACQUIRED, AND SUCH VEHICLES SHALL BE
    17  SUPPLIED BY ORIGINAL EQUIPMENT MANUFACTURERS.
    18     (C)  STUDY OF VEHICLES.--THE DEPARTMENT, IN COOPERATION WITH
    19  THE PENNSYLVANIA ENERGY OFFICE AND THE DEPARTMENT OF
    20  TRANSPORTATION, SHALL CONDUCT A STUDY OF THE VEHICLES ACQUIRED
    21  UNDER SUBSECTION (A) WHICH, AT A MINIMUM, SHALL INCLUDE THE
    22  FOLLOWING:
    23         (1)  A COMPARISON OF THE PERFORMANCE OF THE VEHICLES,
    24     INCLUDING PERFORMANCE IN COLD WEATHER AND AT HIGH ALTITUDE TO
    25     THE PERFORMANCE IN COLD WEATHER AND AT HIGH ALTITUDE OF OTHER
    26     GASOLINE-FUELED PASSENGER AUTOMOBILES AND LIGHT DUTY TRUCKS.
    27         (2)  A COMPARISON OF THE FUEL ECONOMY, SAFETY AND
    28     EMISSIONS OF THE VEHICLES TO THE FUEL ECONOMY, SAFETY AND
    29     EMISSIONS OF OTHER GASOLINE-FUELED PASSENGER AUTOMOBILES AND
    30     LIGHT DUTY TRUCKS.

     1         (3)  A COMPARISON OF THE OPERATION AND MAINTENANCE COSTS
     2     OF SUCH VEHICLES TO THE OPERATION AND MAINTENANCE COSTS OF
     3     OTHER GASOLINE-FUELED PASSENGER AUTOMOBILES AND LIGHT DUTY
     4     TRUCKS.
     5         (4)  AN ANALYSIS OF THE TOTAL COSTS AND BENEFITS RELATING
     6     TO VEHICLES OPERATING ON ALTERNATIVE FUELS AS COMPARED TO THE
     7     COSTS AND BENEFITS RELATING TO OTHER GASOLINE-FUELED
     8     PASSENGER AUTOMOBILES AND LIGHT DUTY TRUCKS.
     9         (5)  THE STATUS OF CURRENT AND PROSPECTIVE TECHNOLOGIES
    10     TO CONTROL EMISSIONS RESULTING FROM USE OF CERTAIN
    11     ALTERNATIVE MOTOR FUELS.
    12         (6)  THE ADVISABILITY, FEASIBILITY AND TIMING OF THE
    13     DISPOSAL OF VEHICLES ACQUIRED UNDER SUBSECTION (A).
    14     (D)  REPORT OF RESULTS OF STUDY.--THE DEPARTMENT, IN
    15  COOPERATION WITH THE PENNSYLVANIA ENERGY OFFICE AND THE
    16  DEPARTMENT OF TRANSPORTATION, SHALL REPORT UPON THE RESULTS OF
    17  THE STUDY CONDUCTED UNDER SUBSECTION (C) TO THE CONSERVATION,
    18  STATE GOVERNMENT AND TRANSPORTATION COMMITTEES OF THE HOUSE OF
    19  REPRESENTATIVES AND TO THE ENVIRONMENTAL RESOURCES AND ENERGY,
    20  STATE GOVERNMENT AND TRANSPORTATION COMMITTEES OF THE SENATE
    21  WITHIN FIVE YEARS FROM THE EFFECTIVE DATE OF THIS ACT. THE
    22  REPORT SHALL INCLUDE APPROPRIATE RECOMMENDATIONS FOR FUTURE
    23  ACTIVITIES RELATED TO THE COMMONWEALTH'S ACQUISITION OF VEHICLES
    24  WHICH OPERATE ON ALTERNATIVE MOTOR FUELS.
    25     (E)  REQUESTS FOR VEHICLES.--UPON THE REQUEST OF THE HEAD OF
    26  ANY AGENCY OF THIS COMMONWEALTH, THE DEPARTMENT SHALL, TO THE
    27  MAXIMUM EXTENT PRACTICABLE, ENSURE THAT THE AGENCY IS PROVIDED
    28  WITH VEHICLES ACQUIRED UNDER SUBSECTION (A), PROVIDED THAT THE
    29  AGENCY AGREES TO COOPERATE WITH STUDIES UNDERTAKEN PURSUANT TO
    30  THIS SECTION.

     1  SECTION 5.  DUTIES OF THE PENNSYLVANIA ENERGY OFFICE.
     2     (A)  DEMONSTRATION PROGRAM.--THE PENNSYLVANIA ENERGY OFFICE,
     3  IN COOPERATION WITH MANUFACTURERS OF HEAVY DUTY ENGINES, ANY
     4  PENNSYLVANIA COLLEGE OR UNIVERSITY, AND APPROPRIATE FEDERAL AND
     5  STATE AGENCIES, MAY ESTABLISH A COMMERCIAL APPLICATION
     6  DEMONSTRATION PROGRAM TO STUDY THE USE OF ALCOHOL AND NATURAL
     7  GAS IN HEAVY DUTY TRUCKS AND, IF APPROPRIATE, OTHER HEAVY DUTY
     8  APPLICATIONS.
     9     (B)  TESTING PROGRAM.--THE PENNSYLVANIA ENERGY OFFICE,
    10  PURSUANT TO THE ALTERNATIVE MOTOR FUELS ACT OF 1988 (PUBLIC LAW
    11  100-494, 102 STAT. 2441), SHALL COOPERATE WITH APPROPRIATE
    12  FEDERAL, STATE AND LOCAL GOVERNMENT AGENCIES IN THE TESTING IN
    13  URBAN SETTINGS OF TRANSIT BUSES CAPABLE OF OPERATING ON ALCOHOL
    14  AND BUSES CAPABLE OF OPERATING ON NATURAL GAS FOR EMISSIONS
    15  LEVELS, DURABILITY, SAFETY AND FUEL ECONOMY, COMPARING THE
    16  DIFFERENT TYPES WITH EACH OTHER AND WITH DIESEL POWERED TRANSIT
    17  BUSES, AS SUCH BUSES WILL BE REQUIRED TO OPERATE UNDER FEDERAL
    18  SAFETY AND ENVIRONMENTAL STANDARDS APPLICABLE TO SUCH BUSES FOR
    19  THE MODEL YEAR 1991. TO THE EXTENT PRACTICABLE, TESTING UNDER
    20  THIS SUBSECTION SHALL APPLY EQUALLY TO TRANSIT BUSES CAPABLE OF
    21  OPERATING ON ALCOHOL AND BUSES CAPABLE OF OPERATING ON NATURAL
    22  GAS. THE PENNSYLVANIA ENERGY OFFICE SHALL ASSIST STATE AND LOCAL
    23  GOVERNMENT AGENCIES, AS NECESSARY, TO SECURE FEDERAL AND STATE
    24  FUNDS WHICH MAY BE AVAILABLE TO CARRY OUT THE PURPOSES OF THIS
    25  SUBSECTION.
    26  SECTION 6.  STATE GOVERNMENT TASK FORCE ON ALTERNATIVE MOTOR
    27                 FUELS.
    28     (A)  ESTABLISHMENT.--THERE IS ESTABLISHED A STATE GOVERNMENT
    29  TASK FORCE ON ALTERNATIVE MOTOR FUELS. THE TASK FORCE SHALL BE
    30  COMPOSED OF THE LIEUTENANT GOVERNOR, AS CHAIRMAN OF THE

     1  PENNSYLVANIA ENERGY OFFICE, OR HIS DESIGNEE, THE SECRETARY OF
     2  GENERAL SERVICES, OR HIS DESIGNEE, THE SECRETARY OF
     3  TRANSPORTATION, OR HIS DESIGNEE, THE SECRETARY OF COMMERCE, OR
     4  HIS DESIGNEE, THE SECRETARY OF AGRICULTURE, OR HIS DESIGNEE, THE
     5  SECRETARY OF ENVIRONMENTAL RESOURCES, OR HIS DESIGNEE, THE
     6  SECRETARY OF LABOR AND INDUSTRY, OR HIS DESIGNEE, THE CHAIRMAN
     7  OF THE PENNSYLVANIA PUBLIC UTILITY COMMISSION, OR HIS DESIGNEE,
     8  AND FOUR MEMBERS OF THE GENERAL ASSEMBLY, OR THEIR DESIGNEES,
     9  ONE APPOINTED BY THE PRESIDENT PRO TEMPORE OF THE SENATE, ONE BY
    10  THE MINORITY LEADER OF THE SENATE, ONE BY THE SPEAKER OF THE
    11  HOUSE OF REPRESENTATIVES AND ONE BY THE MINORITY LEADER OF THE
    12  HOUSE OF REPRESENTATIVES.
    13     (B)  OPERATING PROCEDURES.--A MAJORITY OF MEMBERS SHALL
    14  CONSTITUTE A QUORUM. MEETINGS OF THE TASK FORCE SHALL BE HELD AT
    15  LEAST SEMIANNUALLY OR AT THE CALL OF THE CHAIRPERSON, OR AT THE
    16  REQUEST OF AT LEAST FIVE MEMBERS OF THE TASK FORCE. A
    17  CHAIRPERSON SHALL BE ELECTED BY A MAJORITY OF MEMBERS PRESENT AT
    18  THE FIRST MEETING OF THE TASK FORCE WHICH SHALL BE CALLED BY THE
    19  LIEUTENANT GOVERNOR WITHIN THREE MONTHS OF THE EFFECTIVE DATE OF
    20  THIS ACT. A NEW CHAIRPERSON SHALL BE ELECTED ANNUALLY, AND
    21  MEMBERS OF THE TASK FORCE SHALL SERVE TERMS CONCURRENT WITH
    22  THEIR TERMS IN OFFICE.
    23     (C)  DUTIES.--THE TASK FORCE SHALL HAVE THE FOLLOWING DUTIES:
    24         (1)  TO COORDINATE EFFORTS OF STATE AGENCIES WITH FEDERAL
    25     PROGRAMS TO PROMOTE THE USE OF ALTERNATIVE MOTOR FUELS.
    26         (2)  TO PROVIDE FOR THE EXCHANGE OF INFORMATION AMONG
    27     INDIVIDUALS, PRIVATE INDUSTRY, PUBLIC AGENCIES AND COLLEGES
    28     AND UNIVERSITIES INTERESTED IN THE DEVELOPMENT AND USE OF
    29     ALTERNATIVE MOTOR FUELS.
    30         (3)  TO MONITOR AND, TO THE MAXIMUM EXTENT PRACTICABLE,

     1     PARTICIPATE IN THE EFFORTS OF FEDERAL AGENCIES TO DEVELOP A
     2     LONG-TERM PLAN FOR THE COMMERCIALIZATION OF ALCOHOLS, NATURAL
     3     GAS AND OTHER POTENTIAL ALTERNATIVE MOTOR FUELS.
     4         (4)  TO PROVIDE COMMENTS ON RULES, REGULATIONS, POLICIES
     5     AND REPORTS ISSUED PURSUANT TO THE ALTERNATIVE MOTOR FUELS
     6     ACT OF 1988 (PUBLIC LAW 100-494, 102 STAT. 2441), OR ISSUED
     7     PURSUANT TO THE AUTHORITY OF OTHER FEDERAL, STATE OR LOCAL
     8     AGENCIES REGARDING ALTERNATIVE MOTOR FUELS.
     9         (5)  TO APPOINT, AS MAY BE NECESSARY, ADVISORY GROUPS
    10     CONSISTING OF PERSONS FROM THE PRIVATE SECTOR, EDUCATIONAL
    11     INSTITUTIONS, STATE AGENCIES, LOCAL GOVERNMENT AGENCIES,
    12     ENVIRONMENTAL ORGANIZATIONS AND THE GENERAL PUBLIC WHO ARE
    13     KNOWLEDGEABLE ABOUT ALTERNATIVE MOTOR FUELS AND THEIR
    14     POSSIBLE USES, THE PRODUCTION AND CONVERSION OF VEHICLES TO
    15     USE ALTERNATIVE MOTOR FUELS, OR THE DEVELOPMENT OF
    16     TECHNOLOGIES TO REDUCE EMISSIONS ASSOCIATED WITH THE USE OF
    17     ALTERNATIVE MOTOR FUELS. APPOINTMENTS SHALL BE MADE FROM
    18     NAMES SUBMITTED TO THE CHAIRPERSON, SUBJECT TO APPROVAL BY A
    19     MAJORITY OF MEMBERS OF THE TASK FORCE. ADVISORY GROUPS
    20     APPOINTED PURSUANT TO THIS SUBSECTION SHALL MEET AT THE CALL
    21     OF THE CHAIRPERSON OF THE TASK FORCE.
    22         (6)  TO SUBMIT AN INTERIM REPORT TO THE GOVERNOR AND THE
    23     GENERAL ASSEMBLY, NO LATER THAN JANUARY 1, 1993, SETTING
    24     FORTH ACTIONS TAKEN BY THE TASK FORCE PURSUANT TO THIS
    25     SECTION, TOGETHER WITH APPROPRIATE RECOMMENDATIONS FOR FUTURE
    26     ACTIVITIES RELATING TO THE USE OF ALTERNATIVE MOTOR FUELS IN
    27     THIS COMMONWEALTH.
    28     (D)  STAFF AND FACILITIES.--THE PENNSYLVANIA ENERGY OFFICE
    29  SHALL PROVIDE STAFF ASSISTANCE AND MEETING FACILITIES FOR THE
    30  TASK FORCE AS NEEDED.

     1  SECTION 7.  REPEALS.
     2     ALL ACTS AND PARTS OF ACTS ARE REPEALED INSOFAR AS THEY ARE
     3  INCONSISTENT WITH THIS ACT.
     4  SECTION 8.  EFFECTIVE DATE.
     5     THIS ACT SHALL TAKE EFFECT IMMEDIATELY.
