           LAUGHLIN, J. L. WRIGHT, DALEY, OLIVER, GEIST AND HOWLETT,

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for antitheft devices; and providing a
     3     penalty.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Title 75 of the Pennsylvania Consolidated
     7  Statutes is amended by adding a section to read:
     8  § 4537.  Antitheft devices.
     9     (a)  Prohibition.--No person may sell or operate on a highway
    10  in this Commonwealth a vehicle that is manufactured or assembled
    11  after January 1, 1990, and that is registered in this
    12  Commonwealth unless the vehicle is equipped with an antitheft
    13  device that is in compliance with regulations of the department.
    14     (b)  Penalty.--A person who violates subsection (a) commits a
    15  summary offense and shall, upon conviction, be sentenced to pay
    16  a fine of $35.
    17     Section 2.  The department shall promulgate regulations to


     1  administer this act.
     2     Section 3.  This act shall take effect in 60 days.
