        AS REPORTED FROM COMMITTEE ON TRANSPORTATION, HOUSE OF
           REPRESENTATIVES, AS AMENDED, NOVEMBER 13, 1989

                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," providing for reimbursement of school
     6     districts for the costs of conversion to natural gas OR OTHER  <--
     7     SIMILAR FUELS DERIVED FROM COAL.

     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10     Section 1.  The act of March 10, 1949 (P.L.30, No.14), known
    11  as the Public School Code of 1949, is amended by adding a
    12  section to read:
    13     Section 2597.  Capital Costs of Conversion to Natural Gas.--
    14  (a)  The Commonwealth shall reimburse school districts for the
    15  capital costs of conversion of school transportation vehicles to
    16  the use of any form of natural gas OR SYNTHETIC OR OTHER CLEAN    <--
    17  BURNING FUEL DERIVED FROM COAL, including, but not limited to,
    18  the costs of fueling stations and slow and fast compressors.


     1     (b)  The department shall receive applications for and make
     2  reimbursement payments upon satisfactory evidence of reasonable
     3  expenditure for such conversion. Reimbursements shall be made
     4  out of funds appropriated to the department by the general
     5  appropriation act in effect on the date the reimbursement is
     6  made.
     7     Section 2.  This act shall apply retroactively to two years
     8  prior to the date of final enactment.
     9     Section 3.  This act shall take effect immediately.
