                                     AN ACT

     1  Authorizing the incurring of indebtedness, with approval of the
     2     electors, of $40,000,000 for grants to municipalities and
     3     regional transportation authorities to partially fund
     4     equipment and projects providing or improving accessibility
     5     for disabled persons.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8  Section 1.  Question.
     9     The question of incurring indebtedness of $40,000,000 for
    10  grants to municipalities and regional transportation authorities
    11  of up to 50% of the cost of equipment and projects providing or
    12  improving accessibility for disabled persons shall be submitted
    13  to the electors at the next primary, municipal or general
    14  election following enactment of this act.
    15  Section 2.  Certification.
    16     The Secretary of the Commonwealth shall certify the form of


     1  the question under section 1 to the county boards of elections.
     2  Section 3.  Form of question.
     3     The question under section 1 shall be in substantially the
     4  following form:
     5         Do you favor the incurring of indebtedness by the
     6         Commonwealth of $40,000,000 for grants to municipalities
     7         and regional transportation authorities of up to 50% of
     8         the cost of equipment and projects providing or improving
     9         accessibility for disabled persons?
    10  Section 4.  Election.
    11     The election shall be conducted in accordance with the act of
    12  June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania
    13  Election Code, except that the time limits for advertisement of
    14  notice of the election may be waived as to the question.
    15  Section 5.  Proceeds.
    16     Proceeds of borrowing shall be used for the purpose of making
    17  grants to municipalities and regional transportation authorities
    18  to partially fund equipment and projects which provide or
    19  improve accessibility for disabled persons.
    20  Section 6.  Effective date.
    21     This act shall take effect immediately.
