        AS AMENDED, HOUSE OF REPRESENTATIVES, MARCH 17, 1987

                                  A RESOLUTION

     1  Providing for a select Committee on Long Term Care to address
     2     certain findings and recommendations made pursuant to House
     3     Resolution No. 237 of 1986.

     4     WHEREAS, The House select Committee on Long Term Care has
     5  completed its review of the Commonwealth's current system for
     6  reimbursing nursing homes for the services they provide and has
     7  evaluated alternative reimbursement methodologies, pursuant to
     8  House Resolution No. 237 of 1986; and
     9     WHEREAS, The House select Committee on Long Term Care has
    10  adopted and submitted to the House of Representatives its final
    11  report and findings, which include the reform of the
    12  Commonwealth's current nursing home reimbursement system and the
    13  development and implementation of a case mix reimbursement
    14  system under the medical assistance program; and
    15     WHEREAS, The final report recommends that the House select
    16  Committee on Long Term Care be reestablished, that it be charged

     1  with monitoring reforms in the nursing home reimbursement
     2  system, and that it assist in the development of legislative
     3  policy relating to long term care, including the development of
     4  a Statewide plan for the delivery and financing of long term
     5  care services in this Commonwealth; therefore be it
     6     RESOLVED, That the Speaker of the House of Representatives
     7  appoint a select Committee on Long Term Care, six members to be
     8  from the majority party and five members to be from the minority
     9  party, to address the findings and recommendation contained in
    10  the final report pursuant to House Resolution No. 237; to
    11  delineate the various components of the long term care continuum
    12  of services, including the extent to which Commonwealth
    13  resources are applied to each component; to encourage the
    14  development of public-private initiatives to expand community-
    15  based services, housing options, and long term care insurance
    16  for the Commonwealth's population; and to determine if
    17  legislation is necessary to accomplish these objectives; and be
    18  it further
    19     RESOLVED, That the committee may hold hearings, take
    20  testimony and make its investigations at such places as it deems
    21  necessary in this Commonwealth. Each member of the committee
    22  shall have power to administer oaths and affirmations to
    23  witnesses appearing before the committee; and be it further
    24     RESOLVED, That the committee is authorized to hire such staff  <--
    25  and assistants as it deems necessary, and that the fees and
    26  expenses for personnel incurred by the committee shall be paid
    27  from accounts under the control of the Chief Clerk, in an amount
    28  not to exceed $75,000; and be it further
    29     RESOLVED, That all other expenses incurred by the committee
    30  in carrying out its responsibilities, including, but not limited

     1  to, per diem and travel expenses incurred by members and staff
     2  and stenographic charges incurred at hearings and meetings by
     3  the committee shall be paid from accounts under the control of
     4  the Chief Clerk, but shall not be deducted from the
     5  aforementioned appropriation for staff; and be it further
     6     RESOLVED, THAT THE COMMITTEE, BY MAJORITY VOTE AT A DULY       <--
     7  CALLED MEETING, IS EMPOWERED TO ENGAGE CONTRACTORS OR
     8  CONSULTANTS, HIRE NECESSARY STAFF AND AUTHORIZE TRAVEL AND OTHER
     9  INCIDENTAL EXPENSES BY SUCH CONTRACTORS, CONSULTANTS OR STAFF,
    10  THE COSTS OF WHICH, INCLUDING ANY PAYROLL-RELATED CHARGES, TO BE
    11  PAID FROM APPROPRIATE ACCOUNTS UNDER THE CONTROL OF THE CHIEF
    12  CLERK IN AN AMOUNT NOT TO EXCEED $35,000 FOR THE ENSUING 12
    13  MONTHS, WITH ANY ADDITIONAL FUNDING HAVING TO BE APPROVED BY A
    14  VOTE OF THE FULL HOUSE OF REPRESENTATIVES; AND BE IT FURTHER
    15     RESOLVED, THAT THE OTHER EXPENSES INCURRED BY THE COMMITTEE
    16  IN CARRYING OUT ITS RESPONSIBILITY, INCLUDING, BUT NOT LIMITED
    17  TO, PER DIEM AND TRAVEL EXPENSES INCURRED BY MEMBERS AND REGULAR
    18  STAFF, STENOGRAPHIC CHARGES AND OTHER INCIDENTAL EXPENSES, SHALL
    19  BE PAID FROM APPROPRIATE ACCOUNTS UNDER THE CONTROL OF THE CHIEF
    20  CLERK BUT SHALL NOT BE DEDUCTED FROM THE AMOUNT AUTHORIZED ABOVE
    21  FOR EXPENSES FOR CONTRACTORS, CONSULTANTS AND STAFF; AND BE IT
    22  FURTHER
    23     RESOLVED, THAT THE CHAIRMAN SHALL MAKE A MONTHLY REPORT OF
    24  ALL EXPENSES INCURRED BY THE COMMITTEE TO EACH MEMBER OF THE
    25  COMMITTEE AND TO THE MAJORITY AND MINORITY LEADERS; AND BE IT
    26  FURTHER
    27     RESOLVED, That the committee shall report to the House of
    28  Representatives on its activities, findings and recommendations
    29  by November 30 APRIL 1, 1988, and shall issue interim reports to  <--
    30  the House of Representatives as the committee deems necessary.
