                                  A RESOLUTION

     1  Declaring an intent to adequately fund State-owned and State-
     2     related institutions of higher education.

     3     WHEREAS, An investment of public funds in higher education is
     4  an investment in the future of Pennsylvania; and
     5     WHEREAS, It is important to the future of Pennsylvania for
     6  all sectors of higher education to be adequately funded; and
     7     WHEREAS, The 14 Pennsylvania universities of the State System
     8  of Higher Education fill an important function of offering the
     9  opportunity for a quality college education to thousands of
    10  Pennsylvania high school graduates; and
    11     WHEREAS, The 14 Pennsylvania universities of the State System
    12  of Higher Education have a total enrollment of 86,165 students,
    13  85-90% of whom are Pennsylvania citizens; and

     1     WHEREAS, There are 330,000 alumni of the universities, 74% of
     2  whom have remained in Pennsylvania after their graduation; and
     3     WHEREAS, Inadequate funding of these State-owned institutions
     4  of higher learning and inadequate assistance to State-related
     5  institutions of higher learning may necessitate increases in
     6  cost which deny substantial numbers of young Pennsylvanians the
     7  opportunity to further their education at a cost they can
     8  afford; therefore be it
     9     RESOLVED, That the House of Representatives, recognizing the
    10  extreme importance of higher education to our Commonwealth,
    11  declare its intent to both adequately fund the Pennsylvania
    12  universities of the State System of Higher Education and
    13  adequately assist the State-related institutions of higher
    14  education for the fiscal year 1987-1988 and thereafter.
