AN ACT
1 Itemizing water and sewer projects eligible for funding through
2 the Pennsylvania Infrastructure Investment Authority for
3 fiscal year 1987-1988 together with their estimated financial
4 costs; authorizing the incurring of debt without the approval
5 of the electors for the purpose of providing funds for the
6 itemized projects; stating the estimated useful life of the
7 projects; and making an appropriation.
8 The General Assembly of the Commonwealth of Pennsylvania
9 hereby enacts as follows:
10 Section 1. Short title.
11 This act shall be known and may be cited as the Pennsylvania
12 Infrastructure Investment Authority Project Itemization Act of
13 1987-1988.
14 Section 2. Total authorizations.
15 The total authorization for the water and sewer projects
16 itemized in section 3 and to be funded by the Pennsylvania
17 Infrastructure Investment Authority, its successors or assigns,
18 and to be financed by the incurring of debt, State
19 appropriations or such other financing mechanisms as may be
1 available to the authority, shall be $2,943,539,000 <--
2 $3,396,388,000.
3 Section 3. Itemization of projects.
4 The water and sewer projects to be funded by the Pennsylvania
5 Infrastructure Investment Authority, its successors or assigns,
6 are hereby itemized, together with their respective estimated

7 Section 4. Debt authorization.
8 The Governor, Auditor General and State Treasurer are hereby
9 authorized and directed to borrow, from time to time, in
10 addition to any authorization heretofore or hereafter enacted,
11 on the credit of the Commonwealth, subject to the limitations
12 provided in the current capital budget, money not exceeding in
13 the aggregate the sum of $2,943,539,000 $3,396,388,000 less any <--
14 amounts received as a result of State appropriations or other
15 financing mechanisms that may be available to the authority as
16 may be found necessary to carry out the acquisition and
17 construction of the water and sewer projects specifically
18 itemized in this act.
19 Section 5. Issue of bonds.
20 The indebtedness authorized in this act shall be incurred,
21 from time to time, and shall be evidenced by one or more series
22 of general obligation bonds of the Commonwealth in such
23 aggregate principal amount for each series as the Governor,
24 Auditor General and State Treasurer shall determine, but the
25 latest stated maturity date shall not exceed the estimated
26 useful life of the projects being financed as stated in section
27 6.
28 Section 6. Estimated useful life and term of debt.
29 The General Assembly states that the estimated useful life of
30 the water and sewer projects itemized in this act is 30 years.

1 Section 7. Appropriation.
2 The net proceeds of the sale of the obligations authorized in
3 this act are hereby appropriated from the Capital Facilities
4 Fund to the Pennsylvania Infrastructure Investment Authority in
5 the maximum amount of $2,943,539,000 $3,396,388,000 less any <--
6 amounts received as a result of State appropriations or other
7 financing mechanisms that may be available to the authority to
8 be used by it exclusively to defray the financial cost of the
9 water and sewer projects specifically itemized in this act.
10 After reserving or paying the expenses of the sale of the
11 obligation, the State Treasurer shall pay to the Pennsylvania
12 Infrastructure Investment Authority the moneys as required and
13 certified by it to be legally due and payable.
14 Section 8. Federal funds.
15 In addition to those funds appropriated in section 7, all
16 moneys received from the Federal Government for the projects
17 specifically itemized in this act are also hereby appropriated
18 for those projects.
19 Section 9. Editorial changes.
20 In editing and preparing this act for printing following its
21 final enactment, the Legislative Reference Bureau shall insert
22 or revise letters or numbers for projects where the letters or
23 numbers are missing or require revision. The bureau shall also
24 revise the total monetary amounts for the total authorization,
25 debt authorization and appropriations as necessary to agree with
26 the total monetary amounts of the projects.
27 Section 10. Effective date.
28 This act shall take effect immediately.
