AN ACT 1 Amending the act of July 10, 1986 (P.L.1285, No.118), entitled, 2 "A supplement to the act of July 3, 1984 (P.L.583, No.117), 3 entitled 'An act providing for the capital budget for the 4 fiscal year 1984-1985,' itemizing public improvement 5 projects, furniture and equipment projects, transportation 6 assistance projects, flood control projects, site development 7 projects and redevelopment assistance projects to be 8 constructed or acquired or assisted by the Department of 9 General Services, the Department of Transportation, the 10 Department of Commerce, the Department of Community Affairs 11 or the Department of Environmental Resources, together with 12 their estimated financial costs; authorizing the incurring of 13 debt without the approval of the electors for the purpose of 14 financing the projects to be constructed or acquired or 15 assisted by the Department of General Services, the 16 Department of Transportation, the Department of Commerce, the 17 Department of Community Affairs or the Department of 18 Environmental Resources; stating the estimated useful life of 19 the projects; making appropriations; and making a repeal," 20 increasing a redevelopment project allocation for the City of 21 Pittsburgh; and adding a redevelopment project for the City 22 of Pittsburgh. 23 The General Assembly of the Commonwealth of Pennsylvania 24 hereby enacts as follows: 25 Section 1. Section 2(f) of the act of July 10, 1986 26 (P.L.1285, No.118), known as the Capital Budget Project 27 Itemization Act for 1984-1985, is amended to read:

Total authorizations. 2 * * * 3 (f) Redevelopment assistance.--The total authorization for 4 the capital projects in the category of redevelopment assistance 5 projects itemized in section 8 for capital grants by the 6 Department of Community Affairs, its successors or assigns, and 7 to be financed by the incurring of debt, shall be [$697,441,000] 8 $413,462,000. 9 Section 2. Section 8(2)(xii)(O) of the act is amended and 10 the section is amended by adding a project to read: 11 Section 8. Itemization of redevelopment assistance projects. 12 Capital projects in the category of redevelopment assistance 13 projects for capital grants by the Department of Community 14 Affairs, its successors or assigns, authorized under the 15 provisions of the act of May 20, 1949 (P.L.1633, No.493), known 16 as the Housing and Redevelopment Assistance Law, and to be 17 financed by the incurring of debt, are hereby itemized, together 18 with their estimated financial costs, as follows: 19 Total 20 Project 21 Project Allocation 22 * * * 23 (2) Allegheny County 24 * * * 25 (xii) City of Pittsburgh 26 * * * 27 (O) Strip District riverfront 28 stabilization and park improvements [3,900,000] 29 8,200,000 30 (Base Project Allocation - 19870H1594B1939 - 2 -

Section 13(f) of the act is amended to read: 11 Section 13. Debt authorization. 12 * * * 13 (f) Redevelopment assistance.--The Governor, Auditor General 14 and State Treasurer are hereby authorized and directed to 15 borrow, from time to time, in addition to any authorization 16 heretofore or hereafter enacted, on the credit of the 17 Commonwealth, subject to the limitations provided in the current 18 capital budget, money not exceeding in the aggregate the sum of 19 [$697,441,000] $413,462,000 as may be found necessary to carry 20 out the redevelopment assistance projects specifically itemized 21 in a capital budget. 22 Section 4. Section 16(f) of the act, item vetoed in part by 23 the Governor, is amended to read: 24 Section 16. Appropriations. 25 * * * 26 (f) Redevelopment assistance.--The net proceeds of the sale 27 of the obligations authorized in this act are hereby 28 appropriated from the Capital Facilities Fund to the Department 29 of Community Affairs in the maximum amount of [$697,441,000] 30 $413,462,000 to be used by it exclusively to defray the 19870H1594B1939 - 3 -
1 financial cost of the redevelopment assistance projects 2 specifically itemized in a capital budget. After reserving or 3 paying the expenses of the sale of the obligation, the State 4 Treasurer shall pay to the Department of Community Affairs the 5 moneys as required and certified by it to be legally due and 6 payable. 7 Section 5.
