        AS REPORTED FROM COMMITTEE ON TRANSPORTATION, HOUSE OF
           REPRESENTATIVES, AS AMENDED, JUNE 23, 1987

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for application for certificate
     3     of title affecting out-of-State vehicles.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 1103(e) of Title 75 of the Pennsylvania
     7  Consolidated Statutes is amended to read:
     8  § 1103.  Application for certificate of title.
     9     * * *
    10     (e)  Out-of-state vehicles.--If the application refers to a
    11  vehicle last previously titled or registered in another state or
    12  country, the following information shall be contained in or
    13  accompany the application or be forwarded in support of the
    14  application as required by the department:

     1         (1)  Any certificate of title issued by the other state
     2     or country.
     3         (2)  A tracing of the vehicle identification number taken
     4     from the official number plate or, where it is impossible to
     5     secure a legible tracing, the verification of [a person
     6     authorized by the department] the Pennsylvania State Police A  <--
     7     POLICE OFFICER OR A CERTIFIED PENNSYLVANIA VEHICLE INSPECTION
     8     MECHANIC that the vehicle identification number of the
     9     vehicle has been inspected and found to conform to the
    10     description given in the application.
    11         (3)  Any other information and documents the department
    12     reasonably requires to establish the ownership of the vehicle
    13     and the existence or nonexistence of security interests in
    14     the vehicle.
