AN ACT 1 Allocating funds appropriated to the Department of Commerce for 2 a Rural Adult Literacy Program. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. Allocation. 6 The sum of $50,000 is hereby allocated from the $2,750,000 7 appropriation to the Department of Commerce for Rural Economic 8 Development in section 208 of the act of July 1, 1986 (P.L. , 9 No.5A), known as the General Appropriation Act of 1986, for the 10 fiscal year July 1, 1986, to June 30, 1987, to the center for 11 the Study of Rural Librarianship of the College of Library 12 Science, Clarion University of Pennsylvania of the State System 13 of Higher Education for the purposes set forth in section 2. 14 Section 2. Purposes of allocation. 15 The moneys allocated in section 1 shall be used to establish 16 a Rural Adult Literacy Program. The purposes and objectives of
1 the program are: 2 (1) To gather information that more directly identifies 3 the intensity of illiteracy among Pennsylvania's rural 4 adults. 5 (2) To identify resource people, representing both the 6 private as well as the public sector, who can assist in 7 combating adult illiteracy through the use of the local 8 public library. 9 (3) To organize a conference dealing with the topic of 10 illiteracy that would involve the resource people identified 11 above. 12 (4) To develop viable strategies that can be implemented 13 in the rural public library to overcome adult illiteracy. 14 (5) To develop a demonstration project in a Pennsylvania 15 rural public library which will put into practice strategies 16 of overcoming adult illiteracy. 17 (6) To evaluate this demonstration project for the 18 possibility of use in other places in Pennsylvania. 19 Section 3.
