                                     AN ACT

     1  Authorizing the incurring of indebtedness with the approval of
     2     the electors of $40,000,000 for compensation for any person
     3     whose private water supply is rendered unusable as the result
     4     of groundwater contamination.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7  Section 1.  Incurring indebtedness.
     8     The question of incurring indebtedness of $40,000,000 for
     9  compensation for any person whose private water supply is
    10  rendered unusable as the result of groundwater contamination
    11  shall be submitted to the electors at the next primary,
    12  municipal or general election following enactment of this act.
    13  Section 2.  Certify question.
    14     The Secretary of the Commonwealth shall forthwith certify the
    15  question to the county boards of election.
    16  Section 3.  Question to electorate.
    17     The question shall be in substantially the following form:
    18             Do you favor the incurring of indebtedness by the


     1             Commonwealth of $40,000,000 for compensation for any
     2             person whose private water supply is rendered
     3             unusable as the result of groundwater contamination
     4             subject to such conditions and limitations as the
     5             General Assembly may prescribe?
     6  Section 4.  Conduct of election.
     7     The election shall be conducted in accordance with the act of
     8  June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania
     9  Election Code, except that the time limits for advertisement of
    10  notice of the election may be waived as to the question.
    11  Section 5.  Use of proceeds.
    12     Proceeds of borrowing shall be used to provide compensation
    13  for any person whose private water supply is rendered unusable
    14  as the result of groundwater contamination.
    15  Section 6.  Effective date.
    16     This act shall take effect immediately.
