        AS AMENDED ON SECOND CONSIDERATION, IN SENATE, FEBRUARY 22, 1988

                                     AN ACT

     1  Amending the act of June 24, 1931 (P.L.1206, No.331), entitled
     2     "An act concerning townships of the first class; amending,
     3     revising, consolidating, and changing the law relating
     4     thereto," REMOVING LIMITS ON APPROPRIATIONS FOR OBSERVANCES    <--
     5     AND CELEBRATIONS; AND providing for limited annual
     6     appropriations for support of drug and alcohol abuse
     7     programs.

     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10     Section 1.  Section 1502 of the act of June 24, 1931           <--
    11  (P.L.1206, No.331), known as The First Class Township Code,
    12  reenacted and amended May 27, 1949 (P.L.1955, No.569), is
    13  amended by adding a clause to read:
    14     SECTION 1.  CLAUSE LXIX OF SECTION 1502 OF THE ACT OF JUNE     <--
    15  24, 1931 (P.L.1206, NO.331), KNOWN AS THE FIRST CLASS TOWNSHIP
    16  CODE, REENACTED AND AMENDED MAY 27, 1949 (P.L.1955, NO.569),

     1  ADDED OCTOBER 2, 1975 (P.L.345, NO.99), IS AMENDED AND THE
     2  SECTION IS AMENDED BY ADDING A CLAUSE TO READ:
     3     Section 1502.  The corporate power of a township of the first
     4  class shall be vested in the board of township commissioners.
     5  The board shall have power--

     7     LXIX.  APPROPRIATIONS FOR OBSERVANCES AND CELEBRATIONS. TO     <--
     8  APPROPRIATE ANNUALLY AN AMOUNT [NOT TO EXCEED SEVEN HUNDRED
     9  FIFTY DOLLARS ($750)] FOR THE OBSERVANCE OF HOLIDAYS,
    10  CENTENNIALS OR OTHER ANNIVERSARIES OR FOR TOWNSHIP CELEBRATIONS
    11  OR CIVIC PROJECTS OR PROGRAMS.

    13     LXXVI.  Appropriation for Support of Drug and Alcohol Abuse
    14  Programs. To appropriate annually, out of the general funds to
    15  the township, a sum not to exceed five thousand dollars ($5000)
    16  to be divided in such amounts as the commissioners deem proper
    17  to be used for education and the development of programs within
    18  the community dealing with drug and alcohol abuse. Such funds
    19  also may be contributed to existing programs available to the
    20  township's residents in adjacent communities or in the county
    21  where the township is situate at the discretion of the township
    22  commissioners.
    23     Section 2.  This act shall take effect in 60 days.
