HOUSE RESOLUTION

                            A CONCURRENT RESOLUTION

     1  Memorializing the President and Congress of the United States of
     2     America to enact legislation restoring to each state the
     3     right to determine maximum speed limits on limited access
     4     highways within its boundaries.

     5     WHEREAS, The national speed limit of 55 m.p.h. originated as
     6  an emergency conservation response to shortages of crude oil;
     7  and
     8     WHEREAS, While conservation remains a worthwhile goal, an
     9  emergency no longer exists; and
    10     WHEREAS, The continuation of a national speed limit of 55
    11  m.p.h. may continue to impose an economic burden on governmental
    12  entities and businesses of longer travel times for employees,
    13  resulting in less production and increased lodging and per diem
    14  costs; and
    15     WHEREAS, State officials are eminently more qualified to
    16  determine appropriate speeds within their states based on
    17  individual state circumstances; therefore be it
    18     RESOLVED (the Senate concurring), That the General Assembly
    19  urge the President and the Congress of the United States to

     1  repeal the national speed limit of 55 m.p.h. and allow each
     2  state the right to determine appropriate maximum speeds on
     3  limited access highways within its boundaries; and be it further
     4     RESOLVED, That a copy of this resolution be forwarded to the
     5  President of the United States, the president of the Senate and
     6  the Speaker of the House of Representatives of the Congress of
     7  the United States, and the Secretary of the Department of
     8  Transportation of the United States.
