HOUSE RESOLUTION

                                  A RESOLUTION

     1  Congratulating President Ronald Reagan on a successful Summit
     2     meeting with General Secretary Mikhail Gorbachev of the
     3     U.S.S.R.

     4     WHEREAS, President Ronald Reagan and General Secretary
     5  Mikhail Gorbachev met in Geneva to forge a new beginning in
     6  relations between our two countries; and
     7     WHEREAS, These meetings produced a better understanding
     8  between the leaders of the concerns each country has relative to
     9  the policies of the other; and
    10     WHEREAS, President Reagan and General Secretary Gorbachev
    11  agreed to an objective to reduce offensive nuclear weapons by
    12  50% and to accelerate work on arms talks to prevent an arms race
    13  in space and to terminate it here on earth; and
    14     WHEREAS, The Summit talks also produced agreements to move
    15  ahead toward accords designed to ban chemical weapons, to
    16  prevent further nuclear proliferation, to reduce the employment
    17  of conventionally armed troops in Europe, and to establish
    18  better communication between our countries in order to reduce

     1  the risk of accidental nuclear confrontations; and
     2     WHEREAS, President Reagan and General Secretary Gorbachev
     3  signed a mutual agreement for cultural exchanges, including
     4  increased travel between our two countries designed to create
     5  better understanding between our peoples; and
     6     WHEREAS, President Reagan and General Secretary Gorbachev
     7  agreed to continue their important personal dialogue through an
     8  exchange of visits, including more substantive negotiation over
     9  the next two years; and
    10     WHEREAS, The agreements and understandings worked out between
    11  the two leaders should have a positive affect on current and
    12  future negotiations between our two countries in many areas; and
    13     WHEREAS, The success of these Summit meetings can be summed
    14  up by the words of General Secretary Gorbachev when he asserted
    15  "the whole world has become safer to live in" as a result of
    16  these meetings; therefore be it
    17     RESOLVED, That the House of Representatives of the
    18  Commonwealth of Pennsylvania congratulate President Ronald
    19  Reagan for his success at the Summit in reducing world tension
    20  and creating a new basis upon which our two countries may begin
    21  to reduce the threat of nuclear war; and be it further
    22     RESOLVED, That copies of this resolution be transmitted to
    23  the President of the United States, to the presiding officers of
    24  each house of Congress and to each member of Congress from
    25  Pennsylvania.
