        REFERRED TO COMMITTEE ON RULES, OCTOBER 15, 1985

                                  A RESOLUTION

     1  Directing the Department of Health to license Home Health
     2     Agencies.

     3     WHEREAS, the General Assembly amended the Health Care
     4  Facilities Act in 1980, requiring the Department of Health to
     5  license and regulate Home Health Care Agencies; and
     6     WHEREAS, The number of Home Health Care Agencies in this
     7  Commonwealth has tripled in the last several years; and
     8     WHEREAS, Hospital cost containment initiatives have shortened
     9  acute care patients' length of stay and expanded the population
    10  which may need home health; and
    11     WHEREAS, The Department of Health estimates that there are at
    12  least 50 Home Health Care providers in this Commonwealth that
    13  are not certified as meeting Federal Medicare standards; and
    14     WHEREAS, The Department of Health has successfully submitted
    15  regulations to license Home Health Care Agencies through the
    16  regulatory review process; therefore be it
    17     RESOLVED, That the House of Representatives hereby urges the


     1  Governor to instruct and direct the Secretary of Health to
     2  comply with State law enacted in 1980 and license Home Health
     3  Care Agencies.
