        REFERRED TO COMMITTEE ON RULES, JUNE 27, 1985

                                  A RESOLUTION

     1  Directing the appointment of a special committee to investigate
     2     the abolishment of the Catastrophic Loss Trust Fund, other
     3     alternatives to the Catastrophic Loss Trust Fund or revisions
     4     to the fund.

     5     WHEREAS, Recent revisions to the financial responsibility
     6  provisions of the Vehicle Code provided for the creation and
     7  operation of a Catastrophic Loss Trust Fund; and
     8     WHEREAS, On June 1, 1985, collection of the initial mandatory
     9  assessment for all motor vehicles registered in Pennsylvania was
    10  initiated; and
    11     WHEREAS, These collection activities and the fund itself have


     1  caused much confusion and uncertainty to exist among
     2  Pennsylvania motorists; therefore be it
     3     RESOLVED, That the Speaker of the House of Representatives to
     4  appoint a special committee of seven members, four from the
     5  majority party and three from the minority party, to undertake
     6  an immediate investigation relating to the abolishment of the
     7  Catastrophic Loss Trust Fund, other alternatives to the
     8  Catastrophic Loss Trust Fund or other revisions to the fund; and
     9  be it further
    10     RESOLVED, That the special committee may hold hearings, take
    11  testimony and make its investigations at such places as it deems
    12  necessary in this Commonwealth. Each member of the special
    13  committee shall have power to administer oaths and affirmations
    14  to witnesses appearing before the special committee; and be it
    15  further
    16     RESOLVED, That the special committee make a report of its
    17  findings and recommendations to the House of Representatives as
    18  soon as possible.
