                                     AN ACT

     1  Amending Title 66 (Public Utilities) of the Pennsylvania
     2     Consolidated Statutes, further providing for public pay
     3     telephone service.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Title 66 of the Pennsylvania Consolidated
     7  Statutes is amended by adding a section to read:
     8  § 2905.  Public pay telephones.
     9     (a)  Dial tone.--Each public pay telephone in Pennsylvania
    10  shall be equipped to transmit a dial tone upon removal of the
    11  receiver without necessity of making any monetary deposit or
    12  payment. A public pay telephone so equipped shall permit a user
    13  to make, without charge:
    14         (1)  Direct calls to an operator.
    15         (2)  Direct call to a 911 outlet, if available.
    16         (3)  Collect calls or credit card calls.
    17     (b)  Incoming call restrictions.--Each public pay telephone


     1  which is equipped to prohibit or block any incoming calls shall
     2  be clearly labeled as restricted to outgoing calls only. This
     3  restriction shall appear in large red block letters on the phone
     4  booth and on the telephone.
     5     Section 2.  This act shall take effect in 60 days.
