                                     AN ACT

     1  Requiring every automated teller device to be equipped with a
     2     video camera and an emergency telephone.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Required equipment.
     6     (a)  General rule.--Every automated teller device which is
     7  owned or leased by an institution subject to the act of November
     8  30, 1965 (P.L.847, No.356), known as the Banking Code of 1965,
     9  or the act of December 14, 1967 (P.L.746, No.345), known as the
    10  Savings Association Code of 1967, or the act of September 20,
    11  1961 (P.L.1548, No.658), known as the Credit Union Act, shall be
    12  equipped with both:
    13         (1)  A video camera with a wide angle lens capable of
    14     covering the area of the transaction.
    15         (2)  A clearly marked and properly maintained emergency
    16     telephone connected to the local police station or to a 24-
    17     hour manned bank line which would inform police officers of


     1     an emergency.
     2     (b)  Definition.--As used in this section the term "automated
     3  teller device" means an electronic machine operated by means of
     4  a coded card or punched-in number code which permits the user to
     5  conduct monetary transactions without the assistance of another
     6  person.
     7  Section 2.  Effective date.
     8     This act shall take effect in 60 days.
