                                  A SUPPLEMENT

     1  To the act of       , 1985 (P.L.   , No.   ), entitled "An act
     2     providing for the capital budget for the fiscal year 1985-
     3     1986," itemizing public improvement projects to be
     4     constructed or acquired by the Department of General
     5     Services, together with their estimated financial costs;
     6     authorizing the incurring of debt without the approval of the
     7     electors for the purpose of financing the projects to be
     8     constructed or acquired by the Department of General
     9     Services; stating the estimated useful life of the projects;
    10     and making an appropriation.

    11     The General Assembly of the Commonwealth of Pennsylvania
    12  hereby enacts as follows:
    13  Section 1.  Total authorization.
    14     The total authorization for the additional capital projects
    15  in the category of public improvement projects itemized in
    16  section 2 and to be acquired or constructed by the Department of
    17  General Services, its successors or assigns, and to be financed
    18  by the incurring of debt, shall be $3,300,000.
    19  Section 2.  Itemization of public improvement projects.
    20     Additional capital projects in the category of public
    21  improvement projects to be constructed or acquired by the


     1  Department of General Services, its successors or assigns, and
     2  to be financed by the incurring of debt, are hereby itemized,
     3  together with their respective estimated financial costs, as
     4  follows:

    11             Lehigh River at the Easton Dam              2,300,000

    14         (B)  Construction of a fish ladder on the
    15             Lehigh River at the Chain Dam               1,000,000
    16             (Base Project Allocation - $800,000)
    17             (Design and Contingencies - $200,000)
    18  Section 3.  Issue of bonds.
    19     The indebtedness authorized in this act shall be incurred
    20  from time to time and shall be evidenced by one or more series
    21  of general obligations bonds of the Commonwealth in such
    22  aggregate principal amount for each series as the Governor,
    23  Auditor General and State Treasurer shall determine, but the
    24  latest stated maturity date shall not exceed the estimated
    25  useful life of the projects being financed as stated in section
    26  5.
    27  Section 4.  Debt authorization.
    28     The Governor, Auditor General and State Treasurer are hereby
    29  authorized and directed to borrow, from time to time, in
    30  addition to any authorization heretofore or hereafter enacted,

     1  on the credit of the Commonwealth, subject to the limitations
     2  provided in the current capital budget, money not exceeding in
     3  the aggregate the sum of $3,300,000 as may be found necessary to
     4  carry out the acquisition and construction of the public
     5  improvement projects specifically itemized in a capital budget.
     6  Section 5.  Estimated useful life of projects.
     7     (1)  The General Assembly states that the estimated useful
     8  life of the public improvement projects itemized in this act is
     9  30 years.
    10     (2)  The maximum term of the debt authorized to be incurred
    11  under this act is 30 years.
    12  Section 6.  Appropriation.
    13     The net proceeds of the sale of the obligations authorized in
    14  this act are hereby appropriated from the Capital Facilities
    15  Fund to the Department of General Services in the maximum amount
    16  of $3,300,000 to be used by it exclusively to defray the
    17  financial cost of the public improvement projects specifically
    18  itemized in a capital budget. After reserving or paying the
    19  expenses of the sale of the obligation, the State Treasurer
    20  shall pay to the Department of General Services the moneys as
    21  required and certified by it to be legally due and payable.
    22  Section 7.  Effective date.
    23     This act shall take effect July 1, 1985, or immediately,
    24  whichever is later.
