SENATE RESOLUTION

No. 35 Session of 1983


        INTRODUCED BY LYNCH, HANKINS, ROSS, SINGEL, MELLOW, STAPLETON,
           STOUT, BODACK, ZEMPRELLI, MUSTO, SCANLON, BELL AND LOEPER,
           MARCH 22, 1983

        REFERRED TO CONSUMER PROTECTION AND PROFESSIONAL LICENSURE,

                                  A RESOLUTION

     1  Directing the Joint State Government Commission to study and
     2     report on dividing the Public Utility Commission into two
     3     separate entities.

     4     WHEREAS, The increasing high costs of utility service is
     5  having a greater adverse effect upon the economy and residents
     6  of the Commonwealth of Pennsylvania; and
     7     WHEREAS, The Public Utility Commission is empowered to
     8  regulate a wide variety of utility enterprises; and
     9     WHEREAS, The wide range of responsibilities exercised by the
    10  Public Utility Commission dilutes its expertise and reduces its
    11  ability to effectively regulate all public utilities; and
    12     WHEREAS, The people of the Commonwealth of Pennsylvania would
    13  be better served by a regulatory body with more strictly defined
    14  responsibilities; therefore be it
    15     RESOLVED, That the Senate of Pennsylvania directs the Joint
    16  State Government Commission to investigate and prepare a report
    17  within 180 days on the feasibility, benefits and costs of a

     1  division of the Public Utility Commission into two separate
     2  entities, one to regulate transportation-related utilities and
     3  the other to retain all other current responsibilities of the
     4  Public Utility Commission.
