HOUSE RESOLUTION

           COWELL, LETTERMAN, COLAFELLA, LAUGHLIN, ALDERETTE, COY,
           OLASZ, MICHLOVIC, WOZNIAK, FREEMAN, WAMBACH, GRUITZA,
           STEWART, McHALE, MURPHY, DAWIDA, GAMBLE, PRESTON, PETRONE,
           CLARK, SEVENTY, VAN HORNE, MARKOSEK, PETRARCA, RUDY, SALOOM,
           DeLUCA, DeWEESE AND CAWLEY, JUNE 27, 1984

        ADOPTED, JUNE 27, 1984

                                  A RESOLUTION

     1  Directing the Speaker of the House of Representatives to appoint
     2     a special bipartisan House Committee to study the reasons for
     3     and solution to the many industrial plant closings in
     4     Pennsylvania.

     5     WHEREAS, An increasing number of industrial plants throughout
     6  this Commonwealth are closing their doors, some temporary, some
     7  permanently, and others moving to the Sunbelt and other areas of
     8  the country; and
     9     WHEREAS, Each such closing has many adverse effects upon this
    10  Commonwealth, in that it results in a reduction in our tax base,
    11  a reduction in opportunities for employment and a decline in our
    12  population, productivity and prosperity; and
    13     WHEREAS, In some areas of this Commonwealth industrial plant
    14  closings have resulted in unemployment as high as 25% of the
    15  work force and have left thousands of our citizens unproductive
    16  and without hope or opportunity to obtain employment through no
    17  fault of their own; and

     1     WHEREAS, This problem is not limited to just our area but is
     2  Statewide and therefore a unified Statewide approach is needed
     3  with a consistent set of policies and programs to attack and
     4  resolve the problem; therefore be it
     5     RESOLVED, That the Speaker of the House of Representatives
     6  appoint a select committee of eight members, four from the
     7  majority party and four from the minority party, to address the
     8  problem of the increasing number of industrial plant closings
     9  throughout this Commonwealth, the objective being to reverse
    10  this trend; and be it further
    11     RESOLVED, That the committee may hold hearings, take
    12  testimony and make its investigations at such places as it deems
    13  necessary in this Commonwealth. Each member of the committee
    14  shall have power to administer oaths and affirmations to
    15  witnesses appearing before the committee. The Chief Clerk of the
    16  House of Representatives shall be directed to make such staffing
    17  available to the select committee as may be necessary to
    18  effectively carry out its study; and be it further
    19     RESOLVED, That the select committee report its findings and
    20  recommendations to the House of Representatives within 90 days.
