A RESOLUTION 1 Establishing a committee to investigate Department of Aging 2 Directive #83-12. 3 WHEREAS, The Department of Aging has issued Directive #83-12 4 which requires competitive bidding on tangible client services. 5 These services include homemaker care, home-delivered meals, 6 etc.; and 7 WHEREAS, Many of the organizations which perform these 8 services are nonprofit, private social service agencies which 9 affects the interaction of clients, service deliveries, 10 volunteers and government; and 11 WHEREAS, Many of these nonprofit organizations have little or 12 no experience in the process of competitive bidding and may be 13 underbid by proprietary agencies. Such an action would mean the 14 abandonment of nonprofit agencies which have built a track 15 record over many years; and 16 WHEREAS, The initial cost may be lower, the long-range cost, 17 viewed in terms of quality of care and return on the dollar, may
1 be much greater; therefore be it 2 RESOLVED, That the Speaker of the House of Representatives 3 establish a committee to investigate Directive #83-12 to 4 determine if these contracts should be awarded to agencies on 5 criteria other than strict competitive bidding. C13L80JS/19840H0194R2634 - 2 -
