           McMONAGLE, MRKONIC, SALOOM, MURPHY, COLAFELLA AND TRELLO,
           FEBRUARY 22, 1984

        REFERRED TO COMMITTEE ON RULES, MARCH 12, 1984

                            A CONCURRENT RESOLUTION

     1  Memorializing Congress to take steps to halt or deter United
     2     States industries from establishing plants abroad.

     3     WHEREAS, Ford Motor Company recently announced that it would
     4  invest $500 million in a plant in Hermosillo, Mexico, to produce
     5  130,000 cars and trucks annually; and
     6     WHEREAS, General Motors and Chrysler also have automobile
     7  plants in Mexico; and
     8     WHEREAS, The proposed Ford plant will produce about 3,000
     9  jobs when operating at full capacity and in addition generate
    10  8,000 to 9,000 jobs indirectly; and
    11     WHEREAS, The number of persons unemployed in the United
    12  States has never been higher, particularly in the auto industry
    13  and steel industry; therefore be it
    14     RESOLVED (the Senate concurring), That the General Assembly
    15  of Pennsylvania memorialize the Congress of the United States to
    16  enact appropriate legislation to halt or deter the practice of
    17  United States companies, particularly in the auto industry from


     1  establishing plants in foreign countries which take away jobs
     2  from the American labor force in great need of such jobs; and be
     3  it further
     4     RESOLVED, That copies of this resolution be transmitted to
     5  the presiding officers of each house of Congress and to each
     6  member of Congress from Pennsylvania.
