        INTRODUCED BY LESCOVITZ, COLAFELLA, ALDERETTE, LAUGHLIN AND
           PRATT, JANUARY 23, 1984

        REFERRED TO COMMITTEE ON RULES, JANUARY 23, 1984

                            A CONCURRENT RESOLUTION

     1  Urging the Governor to use full force of the Commonwealth of
     2     Pennsylvania to aid retired workers of Colt Industries.

     3     WHEREAS, Colt Industries of New York has permanently closed
     4  the doors of the former Crucible Steel Plant in Midland,
     5  Pennsylvania, leaving thousands of former workers unemployed;
     6  and
     7     WHEREAS, Colt Industries received a $241 million dollar tax
     8  write-off when it closed the plant; and
     9     WHEREAS, In exit interviews more than 4,000 workers were
    10  informed that they would continue to receive medical benefits;
    11  and
    12     WHEREAS, Colt Industries has now informed the United
    13  Steelworkers--but not the former workers--that the company
    14  planned to end medical benefits on February 4, 1984; and
    15     WHEREAS, This move will have a devastating effect on the
    16  former workers and their families, and also result in increased
    17  expenditures by the Commonwealth of Pennsylvania in the field of


     1  health and medical benefits; and
     2     WHEREAS, The former employees deserve better treatment at the
     3  hands of an employer that benefitted from their years of hard
     4  work; and
     5     WHEREAS, Colt Industries did not "shoot straight" with former
     6  employees; therefore be it
     7     RESOLVED (the Senate concurring), That the General Assembly
     8  of the Commonwealth of Pennsylvania officially go on record as
     9  opposing the withdrawal of medical benefits from former
    10  employees of Colt Industries; and be it further
    11     RESOLVED, That the Governor of the Commonwealth of
    12  Pennsylvania throw the full weight of his office and the
    13  administrative branch behind the efforts to stop the action by
    14  Colt Industries; and be it further
    15     RESOLVED, That the Governor of the Commonwealth of
    16  Pennsylvania, along with legislators from the effected area,
    17  schedule a meeting with Colt Industries in an effort to stop
    18  this action; and be it further
    19     RESOLVED, That the Governor of the Commonwealth of
    20  Pennsylvania use all legal forces of the Office of General
    21  Counsel to halt this action.
