A CONCURRENT RESOLUTION 1 Directing the Joint State Government Commission to appoint a 2 task force to study ways in which the Commonwealth can reduce 3 the competition with private enterprise. 4 WHEREAS, It is the function of government to establish 5 Federal policies and manage Federal programs established by or <-- 6 pursuant to law; and 7 WHEREAS, It is the function of the private enterprise system, 8 which is the primary source of national economic strength, to <-- 9 provide goods and services needed in that endeavor; and 10 WHEREAS, Optimum efficiency, economy and productivity can be 11 achieved if the government relies on competitive procurements 12 from private enterprise for its needs, goods and services; and 13 WHEREAS, In a democratic free enterprise system, the 14 government should not compete with its citizens; therefore be it 15 RESOLVED (the Senate concurring), That the General Assembly
1 direct the Joint State Government Commission to appoint a task 2 force to conduct a thorough study of ways in which the 3 Commonwealth can reduce its competition with private enterprise, 4 excluding a study of the State liquor store system; and be it 5 further 6 RESOLVED, That the Joint State Government Commission report 7 the findings of its task force together with recommendations for 8 appropriate legislation as soon as possible.
