           CIMINI, VROON, HARPER, COWELL, DeLUCA, ITKIN, TRUMAN, POTT,
           RICHARDSON, BELFANTI, MAIALE, ALDERETTE, CESSAR, PETERSON,
           MERRY, MORRIS, McVERRY, ARTY, CIVERA, LESCOVITZ, WOZNIAK,

        REFERRED TO COMMITTEE ON RULES, OCTOBER 17, 1983

                                  A RESOLUTION

     1  Memorializing the United States Congress to increase Federal
     2     Supplemental Compensation benefit weeks and extend the
     3     Federal Supplemental Compensation Program to March 31, 1984.

     4     WHEREAS, The Pennsylvania unemployment rate is now one of the
     5  fourth highest of all states; and
     6     WHEREAS, Manufacturing employment in the State is at its
     7  lowest level in 40 years; and
     8     WHEREAS, A great many of the hourly and salaried jobs in the
     9  State's durable goods industries have been lost in the last 24
    10  months; and
    11     WHEREAS, More than 250,000 jobs were lost in Pennsylvania
    12  during the last year, the largest increase in the 25 years such
    13  a statistic has been kept; and
    14     WHEREAS, Unemployment among blacks is at a record; and
    15     WHEREAS, Pennsylvania is a leader in the Nation in the number
    16  of layoffs resulting from plant closings and reductions; and


     1     WHEREAS, Many persons will lose their Federal Supplemental
     2  Compensation shortly and will be forced to turn to the welfare
     3  rolls, for which there is no adequate or planned budget;
     4  therefore be it
     5     RESOLVED, That the House of Representatives of the
     6  Commonwealth of Pennsylvania memorialize the United States
     7  Congress to adopt legislation which would add an additional ten
     8  weeks of Federal Supplement Compensation, totally Federally
     9  funded; and be it further
    10     RESOLVED, That the Federal Supplemental Compensation Program
    11  be extended by Congress to March 31, 1984; and be it further
    12     RESOLVED, That copies of this resolution be immediately
    13  transmitted to the presiding officers of each house of Congress
    14  and to each member of Congress from Pennsylvania.
