        REFERRED TO COMMITTEE ON RULES, JUNE 22, 1983

                                  A RESOLUTION

     1  Providing for the appointment of a special committee to
     2     investigate surrogate mothering.

     3     WHEREAS, A surrogate parenting association operating in the
     4  Commonwealth recently announced the birth of its first two
     5  surrogate children; and
     6     WHEREAS, The legal issues surrounding surrogate parenting are
     7  complex; and
     8     WHEREAS, Existing laws of the Commonwealth are inadequate to
     9  meet the questions and issues involved in surrogate parenting;
    10  and
    11     WHEREAS, The Commonwealth should have comprehensive and
    12  thorough laws to govern all aspects of surrogate parenting;
    13  therefore be it
    14     RESOLVED, That the Speaker of the House of Representatives
    15  appoint a special committee of House members, five from the

     1  majority party and four from the minority party to study and
     2  investigate all aspects of surrogate parenting and to recommend
     3  appropriate legislation on the subject of surrogate parenting;
     4  and be it further
     5     RESOLVED, That the committee may hold hearings and take
     6  testimony at such places as it deems necessary within the
     7  Commonwealth. Each member of the committee shall have the power
     8  to administer oaths and affirmations to witnesses appearing
     9  before the committee; and be it further
    10     RESOLVED, That within 30 calendar days after the committee
    11  has made its report, the chairman of the committee shall cause a
    12  record of all expenses incurred by the committee, or the members
    13  thereof, which are payable at Commonwealth expense, to be filed
    14  with the Speaker of the House and the Speaker shall cause the
    15  record to be entered in the journal. No expenses incurred by the
    16  committee, or any member thereof, shall be reimbursable by the
    17  Chief Clerk unless the expense has first been included as an
    18  expense item in the record filed; and be it further
    19     RESOLVED, That the committee report back as soon as its study
    20  and investigation are completed together with its findings and
    21  recommendations for legislation.
